財務省はやっとマトモな判断をしましたね。「日韓スワップ」と呼ばれていますが、これは経済大国である日本が、経済基盤が脆弱な韓国を一方的に資金援助する目的で作られたシステムです。
The Ministry of Finance has at last made a reasonable judgment. The Japan-Korea Currency Swap arrangement was originally adopted as a way for the economic giant of Japan to provide unilateral financial assistance to the weak economic infrastructure of Korea.
タテマエ上は融通し合うことになっていますが、日本が韓国から資金援助を受ける事態を私は想像できません。日本がそのような経済危機に至る状況ならば、韓国経済はとっくの昔に破綻しているでしょう。韓国経済だけが無事なことが万一あったとしても、韓国の日本に対する約束違反は毎度のことです。
It provides for mutual investment, but I have a hard time envisioning a time when Japan would receive financial assistance from Korea. If Japan were to fall into severe economic crisis, I think it can be safely assumed that the Korean economy would have already collapsed. Even in the unlikely event that only the Korean economy were secure, we have to take into consideration Korea’s previous broken promises to Japan.

最近は"Don't Japan"という言葉を「お人好しはやめろ」という意味で使うことが日本のネット上で流行りつつあるとか。今回の財務省の判断は適切でした。
