それぞれの工事現場は警察に届け出をしているはずです（引越しのトラックは違うかもしれませんが）。だって、カーナビには「工事中」の情報が出ます。そうであるなら、警察が少し配慮をすればいいのにと昔から考えていました。別に警察自身が交通整理をしろとまでは言ってません。
In each case, the construction company has received permission from the police (except perhaps in the case of moving companies). The car navigation system will even tell you when there is construction ahead. That being the case, I have long thought that the police could be a little more considerate of drivers. I am not saying that the police themselves need to direct the traffic.
おそらく、これは責任の問題だと思います。つまり、工事の警備をする側にそれだけの権限を与えていないということでしょう。権限を委任できないのはどうしてでしょうか。民間の警備員は十分に訓練していないからでしょうか。それならば現在の体制でも心配です。それとも、事故に関してあまりにも敏感すぎるのでしょうか。あるいは、法律の問題なのかもしれません。
This is probably a problem of liability. In other words, they have not given the security guards sufficient authority to direct traffic. Why can’t they delegate this authority? Is it because the civilian security guards have not been sufficiently trained? If that is the case, then even the present system is a cause for concern. Or are they overly sensitive about possible accidents? Or maybe this is a legal problem.
