Yep. Actual operating costs per barrel are much lower than this chart implies. Or can be, at any rate. The lowest currently is supposedly Cenovus' Christina Lake facility hover around $12-$15 bbl. The older the facility and methodology, the more the cost increases.

Although you'll never hear the operators say as much, most cyclic steam and SAGD operations are still alright, albeit barely.
