中国の景気が減速し、社会が不安定化する中、「日本に移住したい」という中国人富裕層が増えている。中国人の多くは経営・管理ビザを取得して来日しているが、実際には日本に住まずにビザを悪用するケースが増えている。
As China's economy slows down and society becomes more unstable, more and more wealthy Chinese are saying they want to move to Japan. Although many Chinese have come to Japan on business and management visas, more and more are abusing their visas without actually living in Japan.
経営・管理ビザとは、外国人が日本で事業を行うための在留資格です。
しかし、取得後に日本に滞在しない「隠れ移住者」が多く存在する現実がある。
A business management visa is a residency status that allows foreigners to conduct business in Japan.
However, the reality is that there are many "hidden immigrants" who do not stay in Japan after obtaining the visa.
日本政府の管理体制が緩く、ビザの更新も容易なため、このような状況が続いている。
例えば、ある中国人富裕層は、日本のビザを取得しても実際には日本に住まず、ビザをリスクヘッジ（＝予め予想されるリスクに対してそのダメージを防ぐ措置を取っておくこと。）として利用しています。彼らは日本に短期間滞在し、その後中国や他の国に戻ることが多いという。

This situation persists because the Japanese government has a loose control system and visa renewal is easy.
For example, some wealthy Chinese do not actually live in Japan after obtaining a Japanese visa, but use the visa as a risk hedge (i.e., taking steps in advance to prevent damage from anticipated risks). They stay in Japan for a short time. They often stay in Japan for a short time and then return to China or other countries.
また、ビザを取得しても事業を行わず、不法就労や違法ビジネスに手を染めるケースも報告されていっる。例えば、経営・管理ビザを取得して来日したものの、実際には工場でアルバイトをしていたり、違法な白タクのビジネスに手を出したりするケースがある。
There have also been reports of cases in which people obtain visas but do not engage in business and end up working illegally or engaging in illegal business. For example, there are cases in which people come to Japan on business visas but actually work part-time in a factory or engage in the illegal white-collar taxi business.
このような状況があるのに、日本政府はビザの取得要件をさらに緩和する方針を示している。さらに問題が拡大する可能性が予測される。
Despite this situation, the Japanese government plans to further relax visa requirements. It is predicted that the problem may continue to escalate.
ビザの取得要件を厳格化し、適切な管理体制を整えることを求めたい。トルコからくるクルド人に対するヘイトや不法滞在、旧統一教会の問題も日本政府の曖昧な対応がもたらしたものと感じている。
We urge the Japanese government to tighten visa requirements and establish a proper management system. I feel that the problems of hatred and illegal residence against Kurds from Turkey and the former Unification Church have also been caused by the ambiguous response of the Japanese government.
