Kansas officials on Tuesday released body camera footage of the death of 17-year-old Cedric Lofton, a foster child who became unresponsive after being restrained face-down for more than 30 minutes at a Wichita juvenile center in September.
The video appears to show officers taking Lofton to the center, returning after a medical emergency call and finding staff who were performing CPR. But they did not make clear what happened at the facility before the teenager stopped breathing on Sept. 24. Mr. Lofton died on Sept. 26. The coroner ruled his death a homicide due to "complications of cardiopulmonary arrest sustained after a physical struggle in the prone position".
His family has requested charges, but on Tuesday, Sedgwick County District Attorney Marc Bennett said no charges would be filed because of the state's "adherence to the basic law" and because staff members were defending themselves.
