Ansa officials on Tuesday released body camera footage of the death of 17-year-old Cedric Lofton, a foster child. In September, the child became unresponsive after being held face-down for more than 30 minutes at the Wichita Juvenile Center.
The video shows officers taking Lofton to the center and returning after a medical emergency call to find staff performing CPR. But they did not clearly show what happened at the facility before the teenager stopped breathing on Sept. 24. Mr. Lofton died on Sept. 26. A medical examiner ruled his death a homicide due to "complications of cardiopulmonary arrest following physical struggle in a prone position".
His family asked for charges, but on Tuesday, Sedgwick County District Attorney Mark Bennett said no charges would be filed because of the state's "stand your ground law" and because staff members were defending themselves.
