Inspector Katie Blackwell, a former training supervisor for the Minneapolis Police Department, testified that former officers J. Alexander Kueng, Thomas Lane and Tou Thao acted in a manner "inconsistent" with department policy. Blackwell testified Monday for a third day that she said the trio violated MPD training by not intervening to stop Chauvin, failing to push Floyd aside when he stopped resisting, and failing to provide medical attention for a pulse when he stopped breathing and they could not find it.

Federal prosecutors said Kueng, Lane and Thao violated their training by failing to take action to save Floyd's life on May 25, 2020, when officer Derek Chauvin knelt around the black man's neck for 9 1/2 minutes while Floyd was handcuffed, Face down struggling to breathe. Kueng allegedly knelt on Floyd's back and Lane held his leg while Thao told onlookers to step back.
