WASHINGTON — Virginia Tech, scene in 2007 of the deadliest shooting at a U.S. college, lifted its campus alert Thursday afternoon after three children attending an academic camp said they saw a man holding an object that looked like a gun covered by a cloth.

The campus was locked down after the campers reported seeing a man near a campus dining hall, walking quickly toward volleyball courts, at 9:09 a.m. Police went to the area, and university administrators issued a campuswide alert at 9:37 a.m. on the university's website, text-messaging system, Twitter feed and classroom electronic bulletin boards.
The alert instructed students and employees to stay inside and lock their doors and said emergency personnel were responding to the situation.
Officials didn't find anyone but said there would continue to be a large police presence on campus throughout the day.

Amanda Huchler, 20, received the first alert in class on a digital bulletin board and as a text message on her cellphone at 9:38 a.m.
A few minutes later, "different professors came around to make sure we were locked in the classrooms," Huchler said. Although her professor advised her to stay indoors, Huchler left the building when class ended at 11:30 and went to her car.

More than 45,000 people subscribe to the school's alert system, along with an e-mail sent to the entire campus, school spokesman Mark Owczarski said. The school's outdoor sirens also sounded, he said.
Early in the afternoon, officials released a composite sketch of the person on the university website as officials continued the slow process of searching campus buildings. Classes were canceled.
"We're in a new era," university spokesman Larry Hincker said. "Obviously this campus experienced something pretty terrible four years ago. … Regardless of what your intuition and your experience as a public safety officer tells you, you are really forced to issue an alert, and that's where we believe we are right now."
The suspect was described as 6 feet tall with brown hair, wearing a blue-and-white striped shirt, gray shorts and brown sandals.
S. Daniel Carter, director of public policy for Security On Campus, a non-profit organization that monitors how colleges react to emergencies, said it appeared Virginia Tech responded appropriately. Carter's organization had pressed for an investigation into the school's handling of the shootings in 2007.
"You have to take all of the reports seriously because you cannot take the risk that there's something serious going on and you failed to act," Carter said. "The key is the community was informed, so they were able to take steps to protect themselves."
Federal education officials fined Virginia Tech in March for its response to the massacre that left 33 people, including the shooter, dead on April 16, 2007. The officials found that university administrators violated federal campus safety laws by waiting more than two hours to alert students that two students had been shot to death in a dorm and that the gunman remained at large.

SHANGHAI — An American cybersecurity company issued a report on Wednesday saying it had identified cyberattacks that lasted up to five years on a wide range of governments, American corporations and even United Nations groups.

The company, McAfee, said it had alerted the 72 targets it identified and also informed law enforcement agencies, which it said were investigating. The 14-page report calls the attacks highly sophisticated and says they appear to have been operated by a government body, which it declined to name.

“We’re not pointing fingers at anyone but we believe it was a nation-state,” Dmitri Alperovitch, McAfee’s vice president of threat research and the lead author of the report, said in a telephone interview on Wednesday. China has repeatedly been the focus of suspicion in such cases.

The report comes after high-profile cyberattacks aimed at the International Monetary Fund, Sony and the Lockheed Martin Corporation, America’s largest military contractor.

McAfee, which was recently acquired by Intel, said it released the report to coincide with the start of the annual Black Hat technical security conference in Las Vegas. Briefings at the conference are scheduled to be delivered Wednesday and Thursday. Details of the study were first published on the Web site of Vanity Fair.

Although in recent months there have been an alarming number of reports about computer spying, many offer few details, citing concern for the targets’ privacy. The 14-page McAfee report, for instance, offers little detail about the cases, what kinds of documents were stolen or what kind of evidence was found to determine the perpetrator was a government body.

Among the few targets the report mentions by name is the International Olympic Committee. However, Mark Adams, a spokesman for the committee, said early Wednesday: “We are unaware of the alleged attempt to compromise our information security claimed by McAfee. If true, such allegations would of course be disturbing.”

Spokesmen for the United Nations and another named target, the World Anti-Doping Agency, could not immediately be reached for comment. The report said that 49 targets were in the United States and that governments, companies, and organizations in Canada, Japan, South Korea, Taiwan, Switzerland and Britain were also targets multiple times.

“After painstaking analysis of the logs, even we were surprised by the enormous diversity of the victim organizations and were taken aback by the audacity of the perpetrators,” Mr. Alperovitch wrote.

McAfee said it learned of the hacking campaign last March, when it discovered logs of attacks while reviewing the contents of a server it had discovered in 2009 as part of an investigation into security breaches at defense companies.

It dubbed the attacks Operation Shady RAT — RAT stands for remote access tool, a type of software used to access computer networks.

The company dated the earliest breaches to mid-2006, though it said other intrusions might have gone undetected. The duration of the attacks ranged from a month to what McAfee said was a sustained 28-month attack against an Olympic committee of an unidentified Asian nation.

What was done with the data “is still largely an open question,” Mr. Alperovitch wrote in the report. “However, if even a fraction of it is used to build better competing products or beat a competitor at a key negotiation (due to having stolen the other team’s playbook), the loss represents a massive economic threat.”

Asked why McAfee decided not to identify most of the corporations that were targets in Operation Shady Rat, the company said on Wednesday that most corporations were worried about being identified and alarming shareholders or customers.

Cyber security is now a major international concern, with hackers gaining access sensitive corporate and military secrets, including intellectual property.

In some attacks, the culprits are believed to be professional hackers engaged in disrupting an organization’s operations for the sheer pleasure of it, or seeking revenge.

In mid-May, the Obama administration proposed creating international computer security standards with penalties for countries and organizations that fell short. The strategy calls for officials from the State Department, the Pentagon, the Justice Department, the Commerce Department and the Department of Homeland Security to work with their counterparts around the world to come up with standards aimed at preventing theft of private information and ensuring Internet freedom.

A FRANTIC operation to remove a BOMB believed to have been strapped around the neck of a teenage girl finally ended this afternoon with her safe release.
Cops had worked for ten hours to remove the device from the schoolgirl in one of Sydney's wealthiest neighbourhoods.

It is not known how the "collar bomb" came to be strapped to 18-year-old Madeleine Pulver — who was said to be "absolutely petrified" — but it is not thought she put it there herself.

Police believe it was part of an extortion attempt.

Assistant police commissioner Mark Murdoch had described the situation as a "very serious and sensitive matter".

Madeleine is the daughter of wealthy Aussie business executive William Pulver.

It was reported she told police a man wearing a balaclava broke into the house at 2pm and strapped what he claimed was a bomb to her.

It was also claimed the person responsible said he had fitted a microphone so he could hear what his victim was saying during her ordeal - and could detonate the device remotely.

Mr Murdoch said the teen was now doing well and was with her parents.

Earlier, he had said: "We are treating the suspicious package as live.

When asked whether Madeleine, believed to be in her final year of high school, could move away from the bomb, he added: "No, she can't get away from it."

Four specialists, including police negotiators and bomb disposal experts, had been inside the house helping to keep her calm as they examined it, Mr Murdoch said.

He described the incident as a "hard nut to crack".

He said: "There's a device in the house in the vicinity of the young woman. That device is still being examined as we speak.

"We are treating the device as live until we know otherwise.

"Clearly what's transpired tonight is a very painstaking and very intricate operation."

Her parents were said to be "holding up" as the drama unfolded.

He said: "They're caring, loving parents and they're obviously concerned about their daughter.

"They're holding up OK but as you would expect they're doing it pretty rough."

The house has been cordoned off and surrounding homes evacuated. Several streets nearby were closed to traffic and medical and fire crews were on standby.
