IT’S DISAPPOINTING that a majority of House Republicans lacked the political backbone to support House Speaker John Boehner late Thursday.

We hope this changes this weekend, as Congress tries to beat the clock to avoid the Aug. 2 default deadline. We encourage U.S. Rep. Jack Kingston, R-Savannah, and other Georgia Republicans to get behind their chosen leader. Rep. John Barrow, D-Savannah, should listen to his inner “blue dog” and side with Republicans, too.

The GOP point man had been pushing a debt-limit measure this week that wasn’t perfect, but it was pretty good considering where Congress and the White House were several weeks ago.

This was one time when Republican House members should have acted like statesmen, not politicians, and stood with their speaker.

Mr. Boehner had been retooling the House-approved “Cut-Cap-Balance” plan to make it more palatable to some Democrats in the Senate. Like it or hate it, that’s how Congress works.

Had enough House members been willing to support Mr. Boehner’s compromise, then pressure would be brought to bear on the Democratic-controlled Senate to do some compromising on its part. Then a final, hybrid version could be approved by both chambers and sent to President Obama.

The president would be hard-pressed to veto something only days away from next Tuesday’s deadline. His lack of leadership during the past several days has been embarrassingly obvious. But he’s smart enough to know when to pick up a pen and close a deal.

Then Americans could have looked forward to a restful few days, not more anxiety. Financial jitters that caused stocks on Wall Street to drop would have gone away.

But no. Barring a deal on Friday, it appears Congress is in for a long weekend.

Fortunately, Mr. Boehner is a smart guy. He knows how to count heads, he knows you don’t call for a vote when you don’t have enough support to get something approved.

The problem for many House Republicans — including several from Georgia — is that they’ve failed to recognize what their speaker has already accomplished. He stood toe-to-toe against Mr. Obama and against tax hikes, which forced the president to give more than lip service to serious debt reduction. Sen. Mitch McConnell, the GOP Senate minority leader, signaled that he would work to get the speaker’s latest measure approved in the Senate — a measure that had a goal of $900 billion in savings, which the Congressional Budget Office had confirmed.

Sadly, it appears some House Republicans will never vote for a debt-ceiling hike. Sadly, they seem to be following in lockstep behind Michele Bachmann, a GOP presidential hopeful, who said that a failed deal wouldn’t be a problem. That’s ludicrous.

Mr. Boehner is trying to be a statesmen as the deadline looms. It’s time for fellow Republican House members to man up. Those who are stubbornly acting like rank politicians are just as insincere as Mr. Obama. That’s sad for the GOP, and even sadder for the nation.

In a last ditch effort that went late into Thursday night, the carpet between House Speaker John Boehner and Republican House Whip Kevin McCarthy (R-Calif.) office suites should now be well worn. Both Republican leaders invited members who were “leaning no” or confirmed as “no” votes into their offices hoping to change their minds.

When asked by reporters outside his office Friday morning if a deal had been reached, Boehner replied saying, “I’m smiling.”

For the last twenty-four hours there was not much to smile about. The speaker’s office delayed the vote several times and tried to tweak some of the plan’s finer points in order to satisfy their members demanding steeper cuts. Prior to Thursday’s vote and in the hours leading up to it, Boehner expressed confidence he and his leadership team would assemble enough members to send a bill to the Senate.

However, Senate Majority Leader Harry Reid had been lobbing shots toward the House side of the Capitol all day saying Boehner’s bill was “dead on arrival.” In like fashion, Reid knew any plan Senate Democrats passed would face a similar fate in the House.

Without question, Boehner’s leadership capabilities have been called into question. But this isn’t the first time Boehner has been tied to the stake. Colleagues and staff who have worked alongside him say the more hectic and intense the environment becomes, Boehner’s demeanor remains calm and focused. That attribute will be put to its ultimate test today.

Those Republicans holding out are insisting spending cuts outweigh the amount for any debt ceiling increase.

California Republican Rep. David Dreier said the revised plan would raise the nation’s debt ceiling by $900 billion and cuts would total $917 billion. Any increase in future borrowing wouldn’t take effect unless Congress sent a constitutional balanced budget amendment to the states for ratification.

A House aide, speaking on the condition of anonymity, said the Speaker has the necessary votes, but the Whip team is looking to increase their “margin of error,” or otherwise have more than enough votes needed for passage.

All five of the House Republicans from South Carolina were withholding their support of Boehner’s plan. One of the delegation members was seeking some higher guidance. Rep. Tim Scott (R-S.C.) said late Thursday, “I was a lean no. Now I’m a no,” said Rep. Tim Scott (R-S.C.) as he and others left the House Chapel where they went to pray late Thursday evening.

Scott and his other GOP colleagues from South Carolina represent a portion of the constituents of fellow South Carolinian, Sen. Jim DeMint, who is a staunch supporter of the “Cup, Cap and Balance” plan that previously passed the House but was “tabled” or defeated in the Senate. In addition, all five of the House members represent very conservative leaning districts.

In yet another closed door meeting this morning, Boehner seems to be making progress. But why is he smiling after such a difficult evening?

Rep. Jeff Flake (R-Ariz.), a conservative holdout and candidate for a U.S. Senate seat in Arizona sent a message via Twitter about 11:15 EDT saying, “Good news. Looks like Boehner bill will now include BBA [Balanced Budget Amendment]. Now it cuts, it caps, it balances. If so, I’m for it.”

Barack Obama cleared his diary for the weekend last night to try to find a deal on the US debt crisis as Congress prepared to stay in session ready to vote on any last-gasp compromise.

Speaking after dismal figures for US growth increased the pressure on lawmakers to prevent a fresh meltdown in global markets, Obama said: "I am confident we can solve this problem. I am confident we will solve this problem.

"For all the intrigue and all the drama that's taking place on Capitol Hill right now, I'm confident that common sense and cooler heads will prevail."

But Congress remained in disarray Friday with the Republican leader in the House, John Boehner, wounded and in a dangerous mood after failing to quell a humiliating revolt by the Tea Party wing of the party. Boehner scheduled a vote on Thursday on a Republican bill to raise the debt ceiling and cut spending, but hard-core conservatives refused to back it and the vote had to be temporarily abandoned.

The febrile mood in Washington was matched on Wall Street and the City, where news that the US grew at an annual rate of just 1.3% in the three months to June prompted renewed concern that the world's biggest economy could lapse back into recession should it have its credit worthiness downgraded by the ratings agencies.

Speculation that the Federal Reserve might need to embark on a third round of quantitative easing – the creation of electronic money – intensified after revisions to past figures for US gross domestic product showed the recession was deeper than originally believed and the subsequent recovery weaker. America's peak-to-trough drop in output between 2007 and 2009 is now put at 5.1% rather than the 4.1% originally estimated.

With the International Monetary Fund warning the US that a continued impasse risks reigniting Europe's debt crisis, bond yields in Italy and Spain rose. The interest rate on 10-year Italian bonds rose to 5.89%, while that for Spain – where the government called a general election – climbed to 6.09%.

Shares in London closed down 1% lower, a drop of 58.02 at 5815.19, while the Dow Jones industrial average was on course to complete a week of daily falls with a loss of 60 points by lunchtime in New York.

Sources close to George Osborne said the new figures from the US showed that the American and British experience during and after the global downturn had been similar, weakening the argument for the coalition government to revisit its tough austerity plans.

Obama used the growth figures to urge Congress to come to a compromise on raising the US debt ceiling from $14.3tn (£8.7tn) by Tuesday's deadline. The White House is pinning its hopes for a deal on the Senate, where Obama hopes the Democratic leader Harry Reid and his Republican counterpart Mitch McConnell, a mainstream conservative, can reach a deal.

Obama, in a short statement at the White House, said there were multiple ways to resolve the debt stand-off by the Tuesday deadline.

If the US does not raise its debt ceiling by 2 August, it risks being unable to continue borrowing and unable to pay its bills. Obama has said that default is not an option so the US treasury would prioritise keeping up interest payments, which could mean cuts elsewhere. The president reiterated that the victims could be people expecting federal cheques for welfare, and payments to military veterans and government contractors.

"This is not a situation where the two parties are miles apart," Obama said. He added: "There are a lot of crises in the world that we can't always predict or avoid: hurricanes, earthquakes, tornadoes, terrorist attacks. This isn't one of those crises. The power to solve this is in our hands."

One scenario would be for the Senate to pass a compromise bill over the weekend that would raise the debt ceiling until the end of next year, after the White House election, and make deep cuts in spending. It could then be passed to the House for a vote in the hope that a combination of mainstream Republicans and Democrats would get it through. Tea Party Republicans could vote against, able to return to their districts and tell activists they remained faithful to the cause.

Boehner, in an attempt to recover ground after Thursday's debacle, rewrote his bill to make it more appealing to the Tea Party wing of his party. But even if the House was to pass that version, the Senate would vote it down. The White House, too, promised to veto it because it would only be a stop-gap measure, lasting only through to February or March with the prospect of another crisis then.

Reid, speaking on Friday morning in the Senate, described Thursday as a wasted day because of the Republican fiasco in the House and the blamed the crisis on "extremists in the Tea Party". He called for mainstream Republicans to back a compromise. "Will the Republicans back away from the shrill voice of the Tea Party and return to the Republican party of Ronald Reagan?" he said.

He urged McConnell to meet him to resolve the stalemate.

"I will listen to any idea to get this done in a way that prevents a default and a dangerous downgrade to America's credit rating. Time is short, and too much is at stake, to waste even one more minute," Reid said. He will push to a vote his plan to raise the debt ceiling and to cut about $2.5tn in spending over the next decade.

McConnell also took to the floor of the Senate and did not sound encouraging about a deal, though he may be saying something different in private.

"Lawmakers should be working a solution to this crisis, not a blocking strategy. Our Democrat friends here in the Senate have offered no solutions to this crisis that could pass either chamber," McConnell said. He blamed Obama too, accusing him of having blown up a bipartisan compromise last week.
