White House officials have had the unenviable task of spending their day defending the deal that President Obama negotiatiated with congressional Republicans to raise the debt ceiling and avoid default by the Aug. 2 deadline. It’s not a perfect solution by anybody’s estimation, but according to Senior Advisor Valerie Jarrett, Obama did the best that anyone could have given the circumstances. More important, she said, nothing could be worse than default.

The bipartisan plan raises the debt ceiling through 2012; makes $1 trillion in immediate spending cuts; and creates a special congressional panel that must recommend and get through Congress an additional $1.8 trillion in spending cuts by November. If the panel fails to do so, across-the-board cuts in discretionary domestic and defense programs would be automatically triggered.

“He really did protect people who are most vulnerable and he was dealing with the art of the possible,” Jarrett said during a Monday afternoon conference call. “Ideally we would have had revenues in this first part of the package. When the president outlined his view of a grand bargain a couple of weeks ago, we would have had substantial deficit reduction, but we would have also had revenues.”

Democrats were relieved to learn that Medicare, Medicaid and Social Security will not be impacted by the deal, but it’s the details that worry them most, in part because they have no idea where the cuts will come from.

“The challenge is that we know there will be cuts, but it’s not clear where those cuts will be,” said Rep. Karen Bass. “But what I do feel good about is [the entitlements]."

Bass was not certain that she would support the bill when it comes up for a vote Monday evening, but other Black lawmakers firmly stated that they would oppose it.

“This bill is going to exacerbate the pain and joblessness in African-American communities. Not only do we take cuts up front, but also this super committee that is designed to come up with what the next set of cuts will be can do whatever they want,” said Rep. Maxine Waters, a definite nay vote.

She also was not impressed by the fact that the entitlements and programs that aid the low income would be exempt from the automatic, across-the-board cuts if the special congressional committee becomes deadlocked.

“Between now and then, they can cut everything they want to,” she said. “Given our inability to be tough and to be good negotiators, I don’t trust that we’ll do any better then than we’re doing now.”

Rep. Yvette Clarke said that her conscience would not allow her to support the measure.

“Our communities have had to bear the brunt of the recession, of losing their homes and high unemployment. This bill just compounds that and there’s no way in a constituency like mine, where they’ve struggled through this and had faith that we would look after their interests, that I can go back and say the wealthiest people in this nation don’t have to sacrifice anything but we’re going to take another pound of flesh from you,” she said.

ISTANBUL—Turkey on Monday sharply raised its public condemnation of Syria's regime following the attack on Hama, while a senior Turkish official said sanctions were now "on the table," but ruled out any attempt to intervene militarily by creating a security zone.

Turkey's language hardened overnight, from describing the attacks as something it couldn't condone, to "unacceptable," much stronger language in diplomatic code and falling in line with Western allies.

"Beginning the holy month of Ramadan with bloodshed is unacceptable," said Turkey's President Abdullah Gul, the state news agency Anadolu Ajansi reported. "It is not possible for us to remain indifferent to this violence." Foreign Minister Ahmet Davutoglu used similar language in a statement Monday morning.

Ankara is seen as having more leverage with the Syrian regime than most of its fellow North Atlantic Treaty Organization members, because it was a close ally until the violence began, shares a border more than 800 kilometers long and has become an important trading partner for Syria.

Prime Minister Recep Tayyip Erdogan in particular has been active in trying to persuade Syrian President Bashar Assad to end his crackdown on protesters and implement reforms, but now appears to have given up hope that will happen.

"They are doing just the opposite of what they tell us they will do. Of course that creates a lot of frustration on our side," said a senior Turkish official, who declined to be named. Mr. Erdogan earlier this year specifically warned Damascus that "we do not want another Hama massacre," referring to the 1982 suppression of a Sunni, Muslim Brotherhood-led uprising in Hama by Syria's Alawite-dominated regime, in which thousands were killed.

The new attack on Hama "has raised serious, very serious questions about the intentions of the Syrian regime," the official said. "We are coming to a point where their words no longer mean anything. They have shown they are not interested in a peaceful resolution."

British Foreign Minister William Hague had called Sunday for stronger international action against Mr. Assad's regime, adding that if pressure is to be effective it must include Arab nations and Turkey. On Monday, the European Union added another five Syrian regime members to its targeted sanctions, bringing the total to 35.

But as Mr. Hague was true for Britain and other NATO allies, Turkey appears to have limited options to intervene in a struggle that threatens to devolve into sectarian strife between Syria's Sunni majority and ruling Alawites, a Shia sect.

Asked whether Turkey was considering sanctions, the senior official said: "It's on the table, it's a possibility. But I have no information on that at the moment."

According to Turkey's Foreign Economic Relations Board, Turkey's trade with Syria tripled to $2.4 billion between 2006 and 2010. Data released Monday by the Turkish Exporters' Assembly suggest that trade between the two countries continues unabated, despite the unrest. Exports to Syria rose 13% in July compared with the same month last year, to $191.6 million, the Assembly reported. Exports for the first six months of the year were just over $1 billion, slightly higher than last year.

So far, Turkey has steered away from imposing sanctions, which it has called in general ineffective. Turkey has bitter memories of international economic sanctions against neighboring Iraq after the first Gulf War, which significantly damaged Turkish businesses and failed to bring then Iraqi leader Saddam Hussein to heel.

Ankara also has to consider "how Iran might try to come to the rescue of the Syrian government, and how that could create problems for Turkey and the allies," said Ilter Turan, professor of political science at Bilgi University in Istanbul. Turkey, which is majority Sunni, is a natural competitor for political influence with Shia Iran in its neighborhood, but has worked hard to stay on good terms with Tehran.

There have been persistent rumors in the Arab and Turkish press that Ankara was also considering imposing a security zone inside Syria, along the two countries' common border. But with Syrian troops now on the border and refugees no longer pouring across into Turkey, that option appears to have been ruled out.

"We have said all along we will not create a buffer zone. It really won't achieve anything and in practical terms there would be a lot of issues. How far do you go, for example? Do you go 10 kilometers? Or 40 kilometers? Where do you stop?" said the senior Turkish official.

NATO, of which Turkey is an important member, also has ruled out military intervention in Syria.

The Joys and Sorrows of Ramadan

CHICAGO — Ramadan has just begun, and I must admit that it starts with no small amount of dread for me. Fasting, an essential pillar of ritual in Islam, consists of abstaining from food, drink and other sensual pleasures from dawn (before sunrise) until dusk.

Because the Islamic calendar is a lunar one, Ramadan travels backward along the solar calendar, and this means that for the next 10 years it will fall during the summer months in the Northern Hemisphere.

That will mean very hot and very long days, and distressingly short nights. I remember Ramadan being in June when I was about 12 years old, and it was hard then. I have since become much older, and thus, fasting during the summer has become much more difficult for me. Last year, when only a part of Ramadan was in August, I had a tough time. This year, all of August is Ramadan, and therefore — although I hate to say it — I am scared.

Of course, if fasting poses bodily harm to a person, he or she should not fast, and can feed the poor instead. In addition, pregnant and nursing mothers, people with chronic illnesses, and those who are traveling do not have to fast. Indeed, I could contemplate traveling the entire month of Ramadan, but I would likely not have a job waiting for me when I came back. And I would have to make up the days I missed.

So, I am going to have to suck it up and fast.

It shames me to admit that I am so scared to fast, because the month of Ramadan is chock full of divine blessings and rewards. The sins of the fasting person are completely erased, and Prophetic tradition holds that there are tremendous benefits for those who fast.

In addition, the act of forgoing food and drink during the daylight hours allows one to reflect upon the lives of the poor and hungry, who — out of sheer poverty — may quite often have to forgo food and drink. My hunger and thirst should motivate me to help relieve their suffering through charitable giving and work.

Moreover, there is a tremendous spiritual cleansing that comes with the fast of Ramadan. More than just depriving myself of food and drink, if only for a few (or rather this year, several) hours, I must not engage in bad behavior. Ideally, I should finish the month a better person than when I started it. Thus, I really should be happy that Ramadan is here, and I should be happy to be to fasting.

But I am not. It is going to be hot, I will have to stop eating at around 4 in the morning, and the sun will not set until well after 8 in the evening. The only saving grace is that the days are getting shorter. Normally, this makes me sad. During Ramadan, however, it brings me no small amount of joy. Yet that is the point of the fast, if one is able to do it. It is a physical and spiritual challenge, and God knows it is difficult. That is why in Muslim tradition He says: “Fasting is for Me, and I give the reward for it.” Struggling a little to fast for the sake of God is the essence of jihad, not violence and murder, as some radical Muslims believe.

Throughout this month, Americans will see Shariah law, which some want to ban, being practiced by the throngs of Muslims in the United States who are waiting until after sunset to eat, drink and be (very) merry. There is no threat at all in this. By making American Muslims better neighbors, better friends, better coworkers, and better people, the fast of Ramadan is only a good thing, for both the United States and the world.
