North Korea Says Japan Should Quit Nuclear Talks

Feb. 19 (Bloomberg) -- North Korea called on Japan to withdraw from six-party talks on scrapping the communist nation's nuclear program, saying the government in Tokyo lacks the ``political ability'' to deal with the issue.
``Japan is taking much pain to turn the six-party talks into a platform for confrontation,'' the official Korea Central News Agency reported, citing Minju Joson, a daily newspaper of the North Korean Cabinet.
North Korea in February 2007 agreed with the U.S., China, Russia, Japan and South Korea to dismantle its nuclear program in exchange for 1 million metric tons of fuel oil, or equivalent aid, and normalized diplomatic ties with the U.S. and Japan.
Japan has said it won't share the cost of energy assistance until North Korea accounts for Japanese citizens it kidnapped in the 1970s and 1980s.
Other countries have taken ``relevant actions to fulfill their commitments,'' KCNA said, citing what it said was a signed commentary in the newspaper. ``It was only Japan that has not taken any move.''
The country should ``quit the six-party talks of its own accord, admitting it lacks any political ability to handle such a sensitive and crucial issue as the nuclear issue on the Korean Peninsula,'' KCNA reported.
Under a follow-up accord in October, North Korea agreed to make a full declaration of its nuclear programs by Dec. 31 last year, a deadline it missed. Negotiations have stalled since.
State Terrorism
North Korea's state media last month accused the Bush administration of failing to honor a pledge to stop designating the country a state sponsor of terrorism.
The White House says it won't drop the tag until North Korea provides the declaration.
Christopher Hill, assistant secretary of state and top U.S. negotiator at the six-party talks, met with North Korean officials in Beijing today, Japan's Kyodo News reported.
A car carrying Hill was seen entering the North Korean embassy in the Chinese capital, the agency said, citing its correspondent. North Korean Vice Foreign Minister Kim Kye Gwan arrived in Beijing earlier today, it said.
Hill is scheduled to arrive in the South Korean capital, Seoul, later today.
He will accompany Secretary of State Condoleezza Rice on a Feb. 23-28 visit to South Korea, China and Japan during which the six-party process will be discussed.
