A week ago, British comedian John Oliver sparked the wrath of Ecuador's President Rafael Correa by ridiculing him over his alleged persecution of journalists and social media critics.
++++++++++"rattle"は「～の平静を失わせる」という意味、この文脈のように「怒りで平静さを失わせる」という意味合いにも使えるし、「慌てさせたり、混乱させたりして平静さを失わせる」という意味合いでも使えます。
"wrath"は「激怒」。Correa大統領の「いわゆる」（alleged）記者やソーシャルメディアに対する迫害を風刺したことで、彼の逆鱗に触れた、とのことです。

The host of HBO's "Last Week Tonight" taunted the U.S.-educated, left-wing leader, who has fined newspaper cartoonists, calls on his followers to troll Twitter opponents, and routinely blasts individual journalists by name on TV without giving them a right to reply.
Correa reacted exactly the way you might expect of a domineering, short-fused leader used to getting his own way.

John Oliverは彼のことを、ツイッターで彼に敵対する人々を挑発するメッセージを投稿する（troll）ことを支持者に呼びかけたり、反論の機会を与えることなく、個々のジャーナリストを実名を挙げて非難している（blast）と言って嘲笑しました（taunt）。
これに対し、Correa大統領は予想通り。カッとなりやすい（short-fused）独裁的な（domineering）指導者が自分のわがままを通そうとして行いそうなことをやって、反応しています。
すなわち、ツイッターでの反撃（hit back）です。

The president, who is democratically elected but has been heavily criticized by human rights and media freedom groups for authoritarianism, hit back at Oliver on Twitter.
In one tweet, Correa describes Oliver as being more "obnoxious than a diuretic."
Apparently unaware of the United Kingdom's long tradition of churning out comedians, from the Monty Python team to Sacha Baron-Cohen, the creator of Borat, the president adds that the term "'English comedian' is not much less than an oxymoron."

・ 利尿剤（diuretic）よりも不快な（obnoxious）ヤツ
イギリスと言えばコメディアンを大量生産している（churning out）伝統があるわけですが、そのような伝統を知ってか知らずか、大統領の怒りは収まらず、さらに続けます。
・ 「イギリスのコメディアン」なんていうのは言語矛盾（oxymoron）以外の何ものでもない。
