If the 6-year teaching programme is introduced, the number of teachers at universities wouldn't be enough to run the teaching programme. In addition to this, it is very unrealistic to increase the number of staffs enough until 2012. Even though the universities could get enough staffs, it is unsure if they can get good quality teachers.
