We can have more chances to do it in only four years. It is because would-be teachers must study their special field of study, such as English, social science and so on in university, so we cannot learn other subjects, such as child psychology. Teachers who cannot understand feelings of students are increasing now because of lack of education. I think that a six-year teacher-training program can prevent such teachers.

Even though the universities could get enough staffs, it is unsure if they can get good quality teachers.

Six-year teacher traning program takes much time and a lot of money. I think we can study enough to be a teacher during university and there are no guarantee to be a teacher if you study for six years. In addition I think it is more important to experience at the real working place than studing. To go to university and graduate school will be hard and a burden for people who want to be a teacher. Because of this program, the number of applicants of people who want to be a teacher will decrease. By the way, the plan of taking one year to practice teaching may be a good idea, but thare are some problems. For example, it is up to schools to accept practice teaching. Anyway, I think the person who really wants to be a teacher will become a teacher is the best way. If those people can't do it because of this program, I think it does not make sense.
