wave at(to)で『～に手を振る』になります。

（とおりの向こうで誰かが私達に手を振っているよ。）

all the wayは『ずっと、はるばる、わざわざ』という意味です。
こんな使い方もあるみたいです。
I don't want to go all the way out there just to have lunch.
