South Korea moved up in the rankings to become the eighth largest arms exporter in the world.
In a report released by the Korea Research Institute for Defense 

Technology Planning and Advancement on Friday, the country had a market share of almost three-percent of global arms exports from 2017 to 2021.

Compared to the five-year period from 2016 to 2020, South Korea's share grew by almost 180-percent --the highest growth among the top 20 arms exporters.

The trend is likely to continue as Seoul's defense exports this year already reached 17 billion U.S. dollars.

In eastern DR Congo, fighting between the M23 rebel group and the Congolese army has already forced 400,000 people to flee. 

Since March, more than 100,000 civilians have found refuge in Uganda. 

Hundreds of families arrive every week in the country, which is already home to 1.5 million refugees. Ugandan camps are saturated; the government and the UN overwhelmed. 

Their only solution is to send the newcomers to a large settlement located 300 kilometres from the border. 

Thousands of Congolese are trying to start a new life there, but conditions are precarious. Our regional correspondent Clément Di Roma reports.

Pearl Harbor speech

Mr. Vice President, Mr. Speaker, members of the Senate and the House of Representatives: Yesterday, December 7th, 1941—a date which will live in infamy—the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan.

 

The United States was at peace with that nation, and, at the solicitation of Japan, was still in conversation with its Government and its Emperor looking toward the maintenance of peace in the Pacific. Indeed, one hour after Japanese air squadrons had commenced bombing in the American island of Oahu, the Japanese Ambassador to the United States and his colleague delivered to our Secretary of State a formal reply to a recent American message. And while this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or of armed attack.

 

It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time the Japanese Government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace.

 

The attack yesterday on the Hawaiian Islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.

 

Yesterday the Japanese Government also launched an attack against Malaya.

 

Last night Japanese forces attacked Hong Kong.

 

Last night Japanese forces attacked Guam.

 

Last night Japanese forces attacked the Philippine Islands.

 

Last night the Japanese attacked Wake Island.

 

And this morning the Japanese attacked Midway Island.

Japan has, therefore, undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday and today speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation.

 

As Commander-in-Chief of the Army and Navy, I have directed that all measures be taken for our defense.

But always will our whole nation remember the character of the onslaught against us. No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might will win through to absolute victory.

 

I believe that I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost but will make it very certain that this form of treachery shall never again endanger us.

 

Hostilities exist. There is no blinking at the fact that our people, our territory and our interests are in grave danger.

 

With confidence in our armed forces—with the unbounding determination of our people—we will gain the inevitable triumph—so help us God.

 

I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December 7th, 1941, a state of war has existed between the United States and the Japanese Empire.

合衆国は、同国との間に平和的関係を維持しており、日本の要請により、太平洋の平和維持に向け、同国の政府及び天皇[5]との対話を続けてきた。実際、日本の航空隊が米国のオアフ島に対する爆撃を開始した1時間後に、駐米日本大使[6]とその同僚[7]は、最近米国が送った書簡に対する公式回答を我が国の国務長官[8]に提出した。この回答には、これ以上外交交渉を続けても無駄と思わせる記述こそあったものの、戦争や武力攻撃の警告や暗示は全くなかった。

 

次のことは記録されるべきであろう。ハワイから日本までの距離を鑑みれば、昨日の攻撃が数日前、あるいは事によると数週間前から、周到に計画されていたことは明らかである。この間、日本政府は、持続的平和を希望するとの偽りの声明と表現で、合衆国を故意に欺こうとしてきた。

 

ハワイ諸島に対する昨日の攻撃は、米国の海軍力と軍事力に深刻な被害をもたらした。残念ながら、極めて多くの国民の命が失われたことをお伝えせねばならない。さらに、サンフランシスコとホノルルの間の公海上で、米国艦隊が魚雷攻撃を受けたとの報告も受けた。

 

昨日、日本政府はマラヤへの攻撃をも開始した。

 

昨夜、日本軍は香港を攻撃した。

 

昨夜、日本軍はグァムを攻撃した。

 

昨夜、日本軍はフィリピン諸島を攻撃した。

 

昨夜、日本軍はウェイク島を攻撃した。

 

そして[9]今朝、日本軍はミッドウェイ島を攻撃した。

つまり、日本は太平洋全域にわたる奇襲攻撃を敢行したのである。昨日と今日の事件が全てを物語っている。米国民は既に見解を固めており、この事件が自国のまさに存続と安全とを脅かすという事実を充分理解している。

 

陸軍及び海軍の最高指揮官として、私は自国の防衛のため、あらゆる措置を講ずるよう指示した。

 

だが我々全国民は、自国に対するこの猛攻撃が如何なる性格のものであったか[10]を、決して忘れない。

この計画的侵略を打倒するのにどれほど時間が掛かろうとも、米国民は正義の力をもって必ずや完全勝利を達成する。

全力で自国を防衛するだけでなく、このような形の背信行為が今後2度と我々を脅かさないようにせねばならない。私のこの主張は、議会と国民の意志を反映していると信じる。

 

戦闘行為は存在する。もはや、国民や国土や国益が重大な危機にあるという事実を無視することはできない。

軍への信頼と我々国民の限りない決意をもって、我々は必ずや勝利を収めてみせる。神のご加護を祈る。

CARL AZUZ, CNN STUDENT NEWS ANCHOR: Hi, everyone. I'm Carl Azuz and this is CNN Student News. Thanks for taking a vacation from your vacation to check out our latest summer Webcast. Today, we're focusing on a sensitive and sometimes controversial topic. But it's also part of our country's history, from slavery to the civil rights movement. Forty years after Dr. Martin Luther King's death, CNN has launched "Black in America." It's a huge project that examines stereotypes and statistics and asks what it means to be black in America today. These special reports investigate health issues, like the devastating toll of HIV and AIDS on the African-American community. They also explore the progress of black men and women in the professional world and the black middle class.

One of the biggest topics that "Black in America" addresses is education and the disparities between black and white students. Soledad O'Brien visited a school in New York that's working to close that gap.

SOLEDAD O'BRIEN, CNN ANCHOR: Principal Elijah Hawkes of the James Baldwin School in New York City says his school has something most principals only dream about: a 94% graduation rate.

ELIJAH HAWKES, PRINCIPAL, JAMES BALDWIN SCHOOL: The only way one can do this work and do it well is if you believe that a student failing in your class is your responsibility.

O'BRIEN: It's a new public school, made up mostly of transfer students and paid for with taxpayer money. The classes are very small; just 17 seniors last year. But what's most surprising: many of the students were failing out before coming here. How bad were your grades?

MARK, STUDENT, JAMES BALDWIN SCHOOL: Failed every class.

O'BRIEN: Really?

MARK: Yeah.

O'BRIEN: So you came here as a failing student?

MARK: Yes.

O'BRIEN: What are your grades now?

MARK: It's like B-minus.

O'BRIEN: Your graduation rate is significantly higher than the average graduation rate in New York City public schools. With far fewer students, I'll give you, but much higher.

HAWKES: Having your voice heard can equate to passing your class.

O'BRIEN: Almost half the students are African-American. A Harvard University study shows black children start falling behind academically by age 3. A separate Harvard study found in urban areas, the average black student performs on a level about 4 years below his peers. Over a million students attend New York City public schools. About three-quarters are minorities and 70 percent are impoverished.

JOEL KLEIN, CHANCELLOR, NEW YORK SCHOOLS: For as long as anyone can remember in America, our African-American and Latino students are way underperforming white and Asian students.

O'BRIEN: Schools like Baldwin are fighting to change that.

MARK: I just thought if I could, like, if I was guided the right way, I would succeed.

O'BRIEN: The school's success proves size matters...

中部電力は11月24日、会見を開き、今のところ電気料金の値上げの予定はないと発表しました。ただエネルギー料金の高止まりは続きそうで、家計への負担が今後も強まりそうです。

「電気料金とガス料金がものすごい上がっている。生活はぎりぎりどころじゃない、月末になったら足りないぐらい。計算して使わないと…」街の声

「もう節約節約です。とにかく節約してと奥さんに言われる。まともに生活できなくなる」街の声

「1人1人がやれることをやって、こうやって安いものを見つけて買っている」街の声

歯止めがかからない物価の高騰。値上げラッシュとなった10月は、家庭で消費する物などの値動きをみる消費者物価指数が2021年の同じ月を3.6％上回り、40年8ヵ月ぶりの伸び率となりました。

特に電気代やガス代などエネルギー全体は、15.2％も上昇しています。さきほど会見を開いた中部電力は。

「現在のところでは具体的に値上げをする計画はございません。資源価格・為替の状況を注視しながら、これからも引き続き検討を進めていきたい」中部電力・林欣吾代表取締役社長

物価高が続く中、社員に手当を支給する企業も。名古屋市に本社を構える自動車部品などのメーカー日本特殊陶業は、11月11日、グループ会社を含めおよそ8800人の従業員全員に最大5万円のインフレ手当を支給しました。

「会社が出した業績を何らかのカタチで頑張ってくれた従業員に還元したい。それがまた従業員の皆さんの頑張りにつながって会社の業績が上向いてくる」日本特殊陶業・磯部謙二上席執行役員

こちらの会社では円安によって、海外への輸出の売り上げが伸びたことなどを受けてこんな考えも。

「物価高がこの先も続くのであれば、一時金ではなくベースアップみたいな形で従業員に還元していく、報いることが必要だと思う」日本特殊陶業・磯部謙二上席執行役員

一方、中小企業で働く人からは、インフレ手当ての支給は現実的でないとの声も。

「物価が上がっていて、うちらみたいな小さな会社が利益が上がっているとは思えない。そのなかでインフレ手当は難しいところがほとんどでは」街の声
