if talking were required to improve our speaking skills, children would never "take off", they would never get to produce a single sentence. Evidently all children make progress (it is a fact) not because they speak but because they all come up with ears and they start listening from the day they are born (and even before that) and they keep hearing language every day for many hours year after year.

I agree with him. "Talking is not practicing!" Input needs to be light and lively. I acquired English from playing basketball!
Anyone can learn a language naturally as long as they're within their perfect i+1.

What he says is true and seems obvious once it's pointed out.
However, I think it's important to speak since your 'hardware' (vocal cords, tongue...) has to learn how to make new sounds.

Learning a language is inherent in humans.
It's all about Comprehensible Input in a Low Anxiety environment.
