It is possible the matter might have blown over without
more excruciation if nothing else had happened. But
when things begin to happen they are apt to keep on.

blow over:収まる
excruciation:激しい苦痛
apt:～しがちである
keep on:続行する

それだけで終わったらこれ以上の苦痛を味わうこともなく
この件は収まったかもしれない。しかし物事というのは
一旦始まればそれが続くものなのだ。
