この度は、尾道市に本社を置く 山陽工業株式会社様 が、私たち株式会社白獅子 の「災害体験VR」を尾道市消防局様へご寄贈くださいました。

地域の企業が、地域の防災を支える機関へ、防災のための「体験」を贈ることへ、私たちにとっても、大変喜ばしい社会実装となりました。 山陽工業様の地域愛による温かいご厚意と、尾道市消防局様の地域の防災意識向上へ向けたご英断に心より御礼申し上げます。
今ブログでは、今回ご縁をいただいた尾道市と尾道市消防局様、山陽工業様のご紹介とともに、地域の防災課題、そして「災害体験VR」がそこで果たせる役割と、私たち白獅子がこれから地域とともに目指す防災の姿についてお伝えします。

尾道市と尾道市消防局について
尾道は、瀬戸内海に面した広島県南東部のまちです。 坂と路地、寺社、そしてしまなみ海道で結ばれた島々─向島・因島・瀬戸田・百島など─からなる、海と山が間近に迫る独特の地形を持っています。 この風光明媚な地形は、同時に、防災の観点では注意を要する顔も併せ持っています。
また、同時に猫さんと坂の街として素晴らしい観光資源がある地域です。 防災に関して、尾道市が公表している防災情報によれば、市内では 土砂災害・洪水・高潮・津波・ため池 といった多様な災害リスクが想定されています。 過去の自然災害の多くは台風と豪雨に起因し、御調川や藤井川の氾濫による浸水、台風時の高潮被害などが繰り返されてきました。 中でも記憶に新しいのが2018年（平成30年）7月の西日本豪雨です。 広島・岡山・愛媛を中心に甚大な被害をもたらしたこの豪雨では、尾道市でも尊い命が失われ、家屋の損壊や断水、土砂崩れ、通行止めなど、市民の皆さんの生活に大きな影響が及びました。 加えて、将来的には南海トラフ巨大地震発生に伴う揺れ・液状化・津波への備えも欠かせません。
こうした地域の安全を最前線で支えているのが尾道市消防局様です。 東尾道に消防局を構え、その内部は 総務課・警防課・予防課・通信指令課、そして 尾道消防署・尾道西消防署・因島消防署（向島・御調・瀬戸田・北の各分署・出張所を含む）という体制で、市内全域をカバーしています。
基本的に消防局の役割は、火災への対応だけにとどまりません。 119番通報の受付と出動指令を担う通信指令、救急・救助、火災予防や危険物の指導、そして地域の消防団の支援。 さらに警防課の救急救助係では応急手当の普及啓発にも力を入れるなど、「災害が起きてから」だけでなく「災害に備える」段階から、市民の暮らしに深く関わっています。
今回の災害体験VRの導入は、この「備える」分野での新たな一歩となることを、私たちも願っています。
山陽工業株式会社様について
今回、災害体験VRをご購入・ご寄贈くださった山陽工業株式会社様は、尾道を基盤に全国を舞台として活躍される企業です。
主な事業は、管工機材・住宅設備機器の卸売、空調衛生工事の設計・施工・監理、パイプ・プレハブ加工、そしてホテル業。 特に、管材の取扱量は中四国でもトップクラスで、常時3千トンの在庫を持つ「パイプのデパート」として知られています。
空調衛生工事部門では独自の高度な技術を活かし、大型半導体工場やドーム球場の配管工事といったスケールの大きな仕事を全国で手がけ、「日本列島が活躍の舞台」を掲げています。 また、尾道国際ホテルをはじめとする市内のホテル運営を通じ、観光と地域の賑わいづくりにも貢献されています。
山陽工業様が大切にされているのは、「快適な生活の提案と快適空間の創造を通じて、人の和を拡げ、よしみを結ぶパイプ役」となること。 そして「将来を予測し、地域社会と共に発展する」という姿勢です。SDGsにも積極的に取り組まれる同社にとって、今回の災害体験VRの寄贈は、まさにこの理念を体現する取り組みだと感じています。
事業で築いた地域とのつながりを、地域の「いのちを守る力」へと還元する。
尾道で生き、尾道とともに歩む企業だからこそできる社会貢献の形を、私たちは今回の寄贈に強く感じました。
白獅子の「災害体験VR」とは
私たち株式会社白獅子は、岡山大学のインキュベーション施設内にラボを構え、3DCG と XR（VR / AR / MR） によって「伝わらない専門知」を解決する開発会社です。 映画やゲーム開発で培った映像技術を礎に、医療・防災・労働災害・教育の現場で、研究者・自治体・企業の皆様とともに「行動を変える体験」をつくっています。
その代表的なコンテンツが「災害体験VR」です。 地震・津波・水害・土砂災害・火災など、さまざまな災害を高精度な3DCGとリアルタイム演算で再現し、視覚と没入感を通じて “災害をその場にいるように疑似体験” できる教材です。
このVRは、単なる映像作品ではありません。 岡山大学・岡山市消防局との共同研究（内閣官房「国土強靱化計画」レジリエンスアワード優秀賞、総務省防災まちづくり大賞他、多くの賞を受賞）で得られた実証知見と、京都大学防災研究所との連携で磨かれた体験設計の技術に基づいて構築されています。 目指しているのは、ただ怖がらせることではなく、「正しい恐怖」を喚起し、自助・共助の意識と、いざというときに身体が動く力を育てること。
私たちの共同研究や取り組みは総務省消防庁の事例集にも取り上げられ、「災害体験VR」は、広島県庁、岡山市、浜松市をはじめ、すでに多くの自治体・教育機関・企業研修で導入されています。
なぜ「体験」を提供するのか。 私たちは現場で、こんな声に何度も出会ってきました。 「防災訓練をしても、いざという時に身体が動かない」 「資料や口頭説明だけでは、危険の本当の怖さが伝わらない」。 災害は、知識として知っているだけでは、緊急時の行動と結びつきにくいものであるからです。

これが白獅子のミッションです。 災害を “体験して知る” ことが、生きる力を育てる第一歩になる。 今回、そのきっかけが尾道のまちに一つ増えたことを、私たちは心から誇りに思います。
尾道市の防災の取り組みと、これからの防災意識向上に向けて
尾道市では、総合防災マップやWEB版ハザードマップの整備、土砂災害・洪水・高潮・津波の各ポータルとの連携、河川氾濫アニメーションの公開など、市民が自らのリスクを「知る」ための情報提供を進めています。 消防局による応急手当の普及啓発や消防団活動も、地域の防災力を底から支える大切な取り組みです。
一方で、全国の自治体に共通する課題として、 「ハザードマップは見たことはあるが、自分ごとになっていない」 「訓練には参加したが、本番で動けるか不安」 という “知識と行動のあいだの溝” があります。 災害体験VRは、まさにこの溝を埋めるための道具です。
紙の地図で「ここは浸水想定区域です」と知ることと、VRの中で実際に水位が上がっていく光景を体感することは、心に残るものが大きく異なります。 地域の防災訓練や学校での防災学習、企業の研修、イベントでの体験ブースなど、さまざまな場面で活用いただくことで、「知っている」を「動ける」へ変えていく──尾道市消防局様とともに、私たちはそんな防災意識の向上を目指していきたいと考えています。
白獅子が地域へできること、そして企業・自治体との連携
今回の寄贈は、「企業（山陽工業様）→ 自治体・防災機関（尾道市消防局様）→ 地域住民」という、防災を地域全体で広げていく一つのモデルだと私たちは考えています。
企業には、地域とのつながりと社会貢献への想いがあります。 自治体・消防には、市民と直接向き合う現場と専門性があります。 そして私たち白獅子には、研究知見に裏づけられた「体験をつくる技術」があります。 この三者が手を組むことで、防災は「行政だけの仕事」から「まち全体で取り組むもの」へと広がっていきます。

私たち株式会社白獅子は、防災・災害医療をはじめとする分野で、XR（VR・ARなど）を用いたコンテンツ開発を行っています。 災害体験VRや労災防止VR、感染症対策VRや薬剤師向け研修VRなど、医療と防災の現場に役立つ体験型コンテンツを、創業以来13年間、研究機関や自治体、企業の皆様とともに開発・提供を続けています。

We are delighted to share that Sanyo Kogyo Co., Ltd., a company headquartered in Onomichi, has purchased our "Disaster Experience VR" and donated it to the Onomichi City Fire Department.

A local company giving the gift of "experience" for disaster preparedness to the very organization that protects the community — for us, this has become a truly joyful example of putting our technology to work in society.
We extend our heartfelt gratitude to Sanyo Kogyo for their warm generosity, born of a deep love for the region, and to the Onomichi City Fire Department for their forward-looking decision to raise disaster-preparedness awareness across the community.
In this article, we introduce the city of Onomichi, the Onomichi City Fire Department, and Sanyo Kogyo, while also looking at the region's disaster-prevention challenges, the role that "Disaster Experience VR" can play there, and the future of disaster preparedness that we at Snowlion hope to build together with the community.

About Onomichi and the Onomichi City Fire Department
Onomichi is a city in the southeastern part of Hiroshima Prefecture, facing the Seto Inland Sea. With its slopes and narrow lanes, its temples and shrines, and the islands linked by the Shimanami Kaido — Mukaishima, Innoshima, Setoda, Momoshima, and others — it has a distinctive landscape where the sea and the mountains press close together. This scenic terrain, beautiful as it is, also has another face that calls for caution from a disaster-prevention standpoint.
At the same time, Onomichi is blessed with wonderful tourism resources as a town famous for its cats and its hillside slopes.
According to disaster-prevention information published by the City of Onomichi, the area faces a wide range of hazards, including landslides, floods, storm surges, tsunami, and reservoir (pond) failures. Most past natural disasters here have stemmed from typhoons and heavy rain: flooding from the overflow of the Misogi and Fujii rivers, and storm-surge damage during typhoons, have recurred over the years. Still fresh in memory is the heavy rain disaster of July 2018 (the Western Japan floods). That downpour caused severe damage centered on Hiroshima, Okayama, and Ehime; in Onomichi, too, precious lives were lost, and residents' daily lives were heavily affected by collapsed and damaged homes, water outages, landslides, and road closures. Looking ahead, preparedness for the shaking, liquefaction, and tsunami associated with a future megaquake along the Nankai Trough is essential as well.
Standing on the front line to protect the safety of this community is the Onomichi City Fire Department. Headquartered in Higashi-Onomichi, it covers the entire city through a structure that includes the General Affairs Division, Firefighting and Rescue Division, Fire Prevention Division, and Command and Communications Division, along with the Onomichi Fire Station, Onomichi West Fire Station, and Innoshima Fire Station (including the Mukaishima, Mitsugi, Setoda, and North branch stations and sub-stations).
The role of a fire department goes far beyond responding to fires. It encompasses the command and communications work of receiving 119 emergency calls and dispatching crews, emergency medical services and rescue, fire-prevention and hazardous-materials guidance, and support for the local volunteer fire corps. The Firefighting and Rescue Division also places great emphasis on promoting and teaching first aid to the public — engaging deeply with residents' lives not only "after a disaster strikes" but also at the "preparing for disasters" stage. We sincerely hope that the introduction of Disaster Experience VR will mark a new step forward in this work of "preparation."

About Sanyo Kogyo Co., Ltd.
Sanyo Kogyo Co., Ltd., which purchased and donated the Disaster Experience VR, is a company that operates from its base in Onomichi while playing on a national stage.
Its main businesses include the wholesale of piping equipment and residential fixtures, the design, construction, and supervision of HVAC and sanitation engineering, pipe and prefabrication processing, and the hotel business. In particular, the company is one of the leading dealers of piping materials in the Chugoku–Shikoku region, known as a "department store of pipes" that keeps some 3,000 tons in stock at all times.
In its HVAC and sanitation engineering division, the company applies its own advanced technologies to large-scale projects across Japan — such as the piping work for large semiconductor plants and dome stadiums — under the slogan "All of Japan is our stage." Through the operation of city hotels, including the Onomichi Kokusai Hotel, it also contributes to tourism and to the vitality of the local community.
What Sanyo Kogyo values most is being a "connecting pipe" that broadens human bonds and ties friendships together, through proposing comfortable living and creating comfortable spaces — together with a stance of "anticipating the future and growing together with the local community." For a company that is also actively engaged in the SDGs, this donation of Disaster Experience VR feels like a genuine embodiment of that philosophy.
Returning the bonds built through business back to the community as a "power to protect lives." In this donation, we felt strongly the form of social contribution that only a company that lives in Onomichi and walks alongside it can offer.

What Is Snowlion's "Disaster Experience VR"?
We at Snowlion, Inc. operate a lab within an incubation facility at Okayama University, and we are a development company that uses 3DCG and XR (VR / AR / MR) to solve the problem of "specialized knowledge that fails to get across." Building on visual technologies cultivated in film and game development, we create "experiences that change behavior" in the fields of medicine, disaster prevention, occupational safety, and education — together with researchers, local governments, and companies.
Our flagship content is the "Disaster Experience VR." It is an educational tool that reproduces a variety of disasters — earthquakes, tsunami, floods, landslides, fires, and more — with high-precision 3DCG and real-time simulation, allowing users to "experience a disaster as if they were truly there" through vision and immersion.
This VR is far more than a video work. It is built upon empirical findings gained through joint research with Okayama University and the Okayama City Fire Department (recognized with numerous honors, including the Award of Excellence at the Resilience Award under the Cabinet Secretariat's "National Resilience Plan," and the Disaster-Prevention Community Development Grand Prize from the Ministry of Internal Affairs and Communications), and on experience-design techniques refined in collaboration with the Disaster Prevention Research Institute of Kyoto University. Our aim is not simply to frighten people, but to evoke a "correct kind of fear" that nurtures a sense of self-help and mutual aid — and the ability to actually move one's body when the moment comes. Our joint research and initiatives have also been featured in the case-study collections of the Fire and Disaster Management Agency (Ministry of Internal Affairs and Communications), and the "Disaster Experience VR" has already been adopted by many local governments, educational institutions, and corporate training programs, including the Hiroshima Prefectural Government, Okayama City, and Hamamatsu City.
Why do we offer "experience"? Time and again in the field, we have heard voices like these: "Even after disaster drills, my body won't move when it really matters." "Documents and verbal explanations alone can't convey how truly frightening danger is." This is because disaster knowledge, when it remains mere knowledge, tends not to connect to action in an emergency.

This is Snowlion's mission. "Coming to know a disaster by experiencing it" is the first step in nurturing the strength to survive. We are truly proud that one more such starting point has now been added to the town of Onomichi.
Onomichi's Disaster-Prevention Efforts, and Working Toward Greater Awareness
The City of Onomichi is advancing the provision of information that helps residents "know" their own risks — through comprehensive disaster-prevention maps, a web-based hazard map, links to dedicated portals for landslides, floods, storm surges, and tsunami, and the release of river-flooding animations. The fire department's promotion of first aid and the activities of the volunteer fire corps are also vital efforts that support the community's disaster resilience from the ground up.
At the same time, local governments across Japan share a common challenge: a gap between knowledge and action, captured in comments like "I've seen the hazard map, but it doesn't feel like it's about me," or "I joined the drill, but I'm worried about whether I could really move during the real thing." Disaster Experience VR is precisely a tool for closing this gap.
Knowing on a paper map that "this is an inundation-risk area" and experiencing the water level rising before your eyes in VR leave very different impressions on the heart. By having it used in many settings — local disaster drills, disaster-prevention learning in schools, corporate training, hands-on booths at events, and more — we hope to transform "knowing" into "being able to act." Together with the Onomichi City Fire Department, this is the kind of growth in disaster awareness we hope to pursue.
What Snowlion Can Offer the Community, and Partnerships with Companies and Local Governments
We believe this donation represents one model for spreading disaster preparedness across an entire community: "company (Sanyo Kogyo) → local government / disaster-response agency (Onomichi City Fire Department) → local residents."
Companies have ties to their communities and a desire to contribute to society. Local governments and fire departments have the front-line presence and expertise that comes from facing residents directly. And we at Snowlion have a "technology for creating experiences," grounded in research findings. When these three join hands, disaster prevention expands from "the work of government alone" into "something the whole town takes on together."
