女性総理誕生と財政改革への期待
2025年10月4日、自由民主党の新たな総裁に高市早苗氏が選出されました。そして10月21日には、憲政史上初の女性内閣総理大臣(第104代)に就任しました。
新内閣では、片山さつき氏が財務大臣、小野田紀美氏が経済安全保障担当大臣に就任しました。
「日本の経済を強くする」をスローガンに、日本の未来を託す高市総理を支持する声が溢れています。
積極財政と「無駄な支出」の削減
高市総理が掲げる積極財政を推進するためには、財政支出の削減や財政の透明化が不可欠です。
しかし、日本の財務省は、一般的に財政支出の削減を重視する傾向にあり、積極財政への対応が注目されます。
特に、以下のような各種法人への支出や税制優遇における「無駄」や「不透明性」の解消が求められています。
NPO法人(特定非営利活動法人)
政府からの助成金:130億2250万円(概算)
不明朗会計や公金横領、法人脱法売買、犯罪利用の横行といった問題が指摘されており、一部が隠れ蓑として機能しているのではないかとの疑念があります。
税制優遇のある法人
生活衛生同業組合など、非収益事業は非課税。
企業年金基金・連合会など、非収益事業は非課税。
日本年金機構、NHKなどは非課税。
独立行政法人
86法人に対し、3兆5132億6000万円(概算)の支出。
宗教法人(非営利団体・公益法人の一つ)
一定条件下で固定資産税が減免。
旧統一教会(世界平和統一家庭連合)など、一部で脱法的な行為による非課税の適用が問題視されています。
信者の寄付が非課税となることにも、公平性の観点から議論があります。
これらの法人への支出や税制優遇には、無駄なものや不透明な部分が多くあると考えられます。
資金の透明化と腐敗の根絶への期待
過去の自民党政権下で決定された法人の課税や助成金の制度には抜け穴が多く、その一部の資金が自民党議員に還流しているとの疑念や報道があります。
また、これらの法人が官僚の天下り先となり、高額の給与や退職金に充てられているとの指摘もあります。
高市総理には、これらの資金の流れの徹底的な透明化と、腐敗の根絶に向けた強いリーダーシップを期待します。
日本初の女性総理として、財政の健全化と腐敗防止を断行し、国民の希望に応えていただくことを強く望みます。
Birth of a Female Prime Minister and Hopes for Fiscal Reform
On October 4, 2025, Ms. Sanae Takaichi was elected as the new president of the Liberal Democratic Party. She subsequently became the first female Prime Minister in Japan's constitutional history (the 104th) on October 21.
In the new Cabinet, Ms. Satsuki Katayama was appointed as Minister of Finance, and Ms. Kimi Onoda was appointed as Minister in charge of Economic Security.
Support for Prime Minister Takaichi is overwhelming, as she holds the future of Japan with the slogan, "Strengthening Japan's Economy."
💰 Proactive Fiscal Policy and Reduction of "Wasteful Spending"
To promote the proactive fiscal policy advocated by Prime Minister Takaichi, cuts in fiscal spending and fiscal transparency are essential.
However, the Japanese Ministry of Finance generally tends to prioritize the reduction of fiscal spending, making its approach to a proactive fiscal policy a focal point of attention.
In particular, there is a call to eliminate "waste" and "lack of transparency" in spending and tax benefits for various corporations and organizations, such as those listed below:
NPOs (Specified Nonprofit Corporations)
Government subsidies: ¥13,022.5 million (approximate).
Problems such as opaque accounting, public fund embezzlement, illegal trading of corporate entities, and rampant criminal use have been pointed out, leading to suspicions that some NPOs may be functioning as a cover.
Corporations with Tax Incentives
Non-revenue-generating businesses (e.g., life and hygiene trade associations) are tax-exempt.
Non-revenue-generating businesses (e.g., corporate pension funds and federations) are tax-exempt.
The Japan Pension Service and NHK (Japan Broadcasting Corporation) are tax-exempt.
Independent Administrative Agencies (IAAs)
Expenditure of ¥3,513.26 billion (approximate) for 86 agencies.
Religious Corporations (a type of non-profit/public interest corporation)
Fixed asset tax is reduced or exempted under certain conditions.
The application of tax exemption due to illicit activities by some, such as the former Unification Church (Family Federation for World Peace and Unification), has become an issue.
The tax-exempt status of donations from followers is also a subject of debate from the perspective of fairness.
It is believed that the spending and tax incentives for these corporations and organizations contain a significant amount of waste and opacity.
🛡️ Expectation for Financial Transparency and Eradication of Corruption
It is reported and suspected that the tax and subsidy systems for corporations, decided under past LDP administrations, have many loopholes, and that a portion of these funds is being channeled back to LDP politicians.
Furthermore, there are claims that these entities serve as post-retirement positions (Amakudari) for former bureaucrats, who receive high salaries and retirement allowances.
We expect Prime Minister Takaichi to demonstrate strong leadership in thoroughly clarifying the flow of these funds and eradicating corruption.
As the first female Prime Minister of Japan, we sincerely hope she will execute fiscal consolidation and corruption prevention to meet the expectations of the public.
