少子高齢化２
少子高齢化で、日本経済は縮小し今後の発展は望めない様です。
そこで政府は子供手当を充実させる様です。
しかし幼児から大学卒業まで多額の費用が掛かるので、１子、2子の家庭が多く、3子を望む家庭は少ないでしょう。
政府の少ない予算で子供手当を充実させるには、1子よりも2子3子に援助を行い高校、大学まで無償化する必要があります。
又は、日本の学歴社会を緩和し大学は社会人になって勤務しながら勉学できる様に、社会構造を換えることで援助金額を低減する事も1案です。
また、幼稚園、保育園の待機児童問題も深刻です。
１子目は幼稚園や保育園に入れても2子目が出来ると育休退園と言う制度で退園させられます。
市町村の予算が少ないのはわかりますが、育休退園と言う制度を初めて知って2子3子をあきらめる家庭が多くある様です。
この育休退園について、私の地元の岡崎市長に伺いメールを出しました。
以下がその質問と回答です。

時代遅れの制度を直に改定してください。

現在岡崎市では、0〜２歳児の入園希望者が多く、定員の見直しや保育園の新設、幼稚園のこども園化等により、より多くのお子さんを受けられるよう対策を進めておりますが、待機児童が発生している状況です。
そのため、保育の必要性の高い方が利用できるよう、０〜２歳児については保護者の育児休業取得中は退園していただいております。
今後も、既存保育施設の増改築等、お子さんを受けられるよう対策を進め、保育の需給バランスを見て、受入れ要件の見直しを検討していきます。

これが、地元岡崎市の現状です。日本全国同じ様な制度が実施されているから、少子高齢化は改善されないのです。
行政は母父親達の育児の苦労を理解できていない様です。
これでは、子育て中にDVが発生しするのも無理ないことです。
待機児童が発生しているのなら、新設すれば良いのです。
場所や予算が無いなら、空きビルや空き家、廃校も活用できます。
また廃業したパチンコ屋を取り壊していました。これも活用できると思います。
市役所の中でも1部屋くらい新設できるでしょう。
主要な駅のビル内に託児所（認可外の保育施設）も新設できます。
企業内託児所を義務化しても良いでしょう。
どの法律が少子高齢化の妨害をしているか、全てを知りませんが行政の怠慢としか思えません。
予算が無ければ、クラウドファンドや寄付金収集、退職高齢者など活用を考えれは、人件費を抑えるられるはずです。
保育士、教員の資格が必要なら、取得援助をバックUPしたり、資格所有者を広く募集すれば良いでしょう。
チャイルドマインダーと言う資格も有効でしょう。
認可外や届出のみの託児所もある様ですが、民間施設は安全第一でないと幼児死亡が心配です。
また、託児所の費用は高額で、補助金が無いと経営は容易で無いようです。

地方の山間森林の中で子育てするなら、統合で廃校になった小中学校を改装し、宿泊できる保育施設にする。
教室を託児所、宿泊部屋、娯楽室、キッチン、浴室に改装する。
運動場は遊び放題。運動着が汚れたら、全家族でお洗濯。
子供も親も校舎に合宿し、子育て期間そこで過ごす。
父親と母親が少しの間は別居生活でも、子供にとっては有意義な体験を送ることができます。
保育士と看護師と医師が各1名で、親同士が子育て協力すれば人件費は少なくすみます。
宿泊費と食費も田舎の廃校利用なので格安に利用できます。
村に子供が多くいれば高齢者も楽しく、村は活気が出て過疎化を緩和できます。
行政の皆さんには、少子高齢化について積極的に考えて欲しいのです。
