英語外部検定利用入試の是非
萩生田文部科学大臣は、大学入試における英語民間試験活用のための
「大学入試英語成績提供システム」の導入を令和２年度は見送ることで決定しました。
（令和６年度に実施する試験から導入することで検討する。）

私は、この大学入試において英語資格・検定試験を活用し、英語4技能（読む・聞く・話す・書く）
の評価を推進することについて、中学、高校生にとって大変意義のあることだと思っています。
大学入試と言う人生の分岐点で困難な入試改革ではあるが、日本人の英語学力を向上させる点においては議論、検討をつくすべき課題だと思う。
英語民間試験は、全国的に見れば都心部の学生が有利で地方の学生は不利な実情もある。
しかし、受験直前の1年と言う制約を緩和すれば良いといえる。
例えば中学から英語民間試験を受けることで英語力の履歴を有効にする。
一定の英語力のスコア（級）を取得すれば、高校3年時の英語勉強時間は容易になるだろう。
それは、大学、社会で英会話が必要だから、受験の為に英語を勉強するのはナンセンスと言える。

・英検（ＣＳＥ）2級～準1級。英文科は1級要。

外部検定利用時の検討
・希望大学を早く決めることは重要で中学生の時点では容易でないが、
高校生の時点で早く希望大学を決め、英語検定をクリアーする必要がある。
・大学の外部検定の級、スコアは大学、学部で異なり、年々変化するので
逐次調査検討する必要がある。
・地方都市部の学生は、民間試験の場所、費用、交通宿泊費など不利になることが多いので、
政府はその対策、援助を検討する必要がある。
例えば各学校内、市町村役場などで、外部検定を受けることが出来る様に制度化する。
・令和６年度の大学入試英語成績提供システムがどの様に決定されるか疑問であるが、
受験生は英語4技能を身に付ける必要がある。
・英語4技能は、授業の教科書、教師の指導だけでは身に付くものでは無いので、外国人と会話をする。
米国人に限らず、韓国人、フィリピン人、国籍を問わず英語を話す友達を作ることを薦める。
また、ＣＮＮ（ＴＶ）などの英語放送も有力と思う。
・障害のある受験者の配慮も検討し公平な試験制度を構築する。
・英語入試と同様に国語記述式問題の利用（令和３年度）では、新聞購読を勧める。
来年はオリンピック。世界中の選手、応援団、観光客が日本に訪れる。
その機会逃さずに世界中の人と話し、英語力を身に付けよう。

I used English qualifications and exams in this university entrance examination, and learned 4 English skills (reading / listening / speaking / writing)
I think that it is very meaningful for junior high school and high school students to promote the evaluation.
Although it is a difficult entrance exam reform at the turning point of life called university entrance exams,
I think that it is an issue that should be discussed and examined in terms of improving Japanese English abilities.
If you look at the English private exams nationwide, students in the city center have an advantage and local students have a disadvantage.
However, it can be said that the restriction of one year just before taking the exam should be relaxed.
For example, the history of English proficiency is validated by taking an English private exam from junior high school.
If you obtain a certain level of English proficiency, it will be easier to study English in the third year of high school.
It is nonsense to study English for the entrance exam because English conversation is required at universities and society.

Examination when using external certification
・ Determining the desired university early is important and not easy for junior high school students,
but it is necessary to decide the desired university early and clear the English proficiency at the time of high school students.
・ The grades and scores of external examinations at universities differ between universities and departments, and change year by year.
・ Students in local cities often have disadvantages such as private exam locations, costs, and transportation accommodation,
so the government needs to consider countermeasures and assistance.
For example, institutionalize so that external certification can be received at each school and municipal office.
・ It is doubtful how the system for providing English grades for university entrance examinations in the 6th year will be decided.
・ Since the four English skills are not something that can be learned only by the textbooks of the class and the teacher's guidance, we have a conversation with foreigners.
We recommend that you make friends who speak English, regardless of nationality, not only Americans, but also Koreans, Filipinos.
In addition, I think English broadcasting such as CNN (TV) is also influential.
・ Consider consideration for examinees with disabilities and establish a fair examination system.
・ Similar to the English entrance examination, we recommend that you subscribe to the newspaper when using the Japanese language problem (Ryowa 3).
