第２２条 医療は、基本的にすべて無料とする。医療教育は、インターネット教育によって誰でも受講でき、レベルに応じたテストを合格することで、実務教育や実習を受け、医師となるものとする。看護兵や看護師や救命士も医師としての教育を受け、医師と同様の知識や技術を持ち、医療行為にあたるものとする。この時点において、すべて医師と総称されるものとする。医療行為は、自然治癒能力を高め、病気やけがになりにくい体をつくることを目標とし、自分の意志で体を動かせる平均寿命を１００歳以上とすることを目的とする。そのため、手術・抗生物質の長期投与・放射線治療など、新薬データをとるためや、学会発表用のデータをとるためのような余命を短くする行為は、行わないものとする。あくまで、自然治癒力を高める医療を行うものとする。手術の失敗による患者の死亡は、殺人と同等の罪とする。ただし、手術の危険性を患者に３回以上説明し、受託証明に自らの意思でサインし、強制のないことを証明する部屋全体の映る画像によって、証明される場合のみ、死の危険性のあることを知り、同意による手術であり適用除外とするが、簡単な内視鏡手術のはずが、死亡させた場合など事前の患者・家族の説明書類に簡単な手術とされるものや、一般に成功率の高い手術においての失敗は、当然殺人罪が適用されるものとする。ただし、大規模災害や戦場・交通災害などで緊急の手術が機材・薬剤などのない中で、助けるべく行われ死亡した場合は、その責任を免責するものとする。初診時から、病気やけがの状況の判断を、AIによって行い、誤診を０に近づけるものとする。
