You can understand a lot about someone, by whether they keep their promises or not.
Making a promise is taking a responsibility. It's like signing an unwritten contract with the other person, right?
In the legal world, people who break the rules, go to jail. In the world of personal relationships, serial untrustworthy promise-makers, sometimes get away with it, because they think it's OK to disappoint and let other people down (in some countries, this can be a good reason to get severely beaten up, though xD).
However, even if they don't have to go to jail, repeat offenders eventually end up losing not only the trust of their surroundings, which is probably the most basic human feeling/instinct, but more than anything else, their own dignity (if they ever had one, anyway). Sadly, dignity can not be obtained with neither money and social status nor cunning moves. Most of all, it requires a "clean slate", as far as conscience is concerned. And about a person who has no dignity, not much more can be added, other than a condescending shrug of the shoulders.
Personally, I choose to stay away from such faltering characters, I prefer people with spirit and integrity.

だれかが自分の約束を守るか守らないに次第、その人について色々理解出来ると思う。
約束を守るのは、責任をとると一緒です。相手と見えない契約書をサインするみたいですからね。
法学の世界は、ルールを守らない人は牢獄に行くでしょう？対人関係の世界は、連続で約束を守ってくれない人は、たまに逃げているね。相手をがっかりさせてもいいと思ってるから （けど、ある国ではそれは大変パンチキックされる理由になりますｗｗ）。
しかし、累犯者は結局周りの人の信頼を無くします。信頼は人間の一番基本の感情・本能かもしれないね。それより、ああいう人達は自分の威厳を無くしてしまう （もともとあったらね～）。生憎、威厳はお金や身分やずるい行動で手に入られない。なによりも、良心の綺麗な白紙は必要なんです。そしたら、威厳がない人について、加えることがあまりないし、竦めるしか出来ないと思う。
個人的に、ああいう覚束ない人を避けて、剛直（廉直？）や心はある人の方が似合う。
