EUは、国際パートナーと緊密に連携しており、岸田文雄総理大臣が一連のロシアの行為は、ウクライナの主権と領土の一体性を侵害するものであり、認めることはできないと強く非難し、的を絞った制裁措置科すとの迅速な対応を歓迎する。

欧州連合（EU）理事会は本日、ロシア連邦がウクライナのドネツクとルガンスク両州の非政府支配地域を独立主体として承認し、その後これらの地域にロシア軍を派兵すると決定したことを受けて、いくつかの措置を採択した。

制限的措置には、資産凍結や対象個人・団体への資金提供の禁止が含まれる。さらに、渡航禁止措置により、対象者はEUに入域もしくは域内を通過することが禁止される。
ドネツクとルガンスク両州の非政府支配地域との経済関係に対する制限
事態に責任を負う者が、自身の違法かつ攻撃的な行動の経済的結果を明確に感じるよう、2つの非政府支配地域とEUとの間の貿易を対象とした新たな措置が導入される。
本日の決定は特に、ドネツクとルガンスク両州の非政府支配地域からの物品に対する輸入禁止措置、特定の経済分野に対する貿易・投資の規制、観光サービス提供の禁止および特定の物品や技術の輸出禁止措置を導入する。
金融規制

The European Union and its 27 Member States today expressed their strong solidarity with Ukraine, as their Ambassadors and deputies visited the Embassy of Ukraine in Tokyo and met with Ambassador Sergiy Korsunsky.
Speaking at the meeting, EU Ambassador to Japan Patricia Flor said, ‘Today’s visit is a symbol of our full solidarity with Ukraine. We stand by and continue to support Ukraine and its people’.
The EU Ambassadors reiterated their unwavering support and commitment to Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders. The EU also reaffirms its commitment to strengthening its political and economic relations with Ukraine, as was seen with the recent swift adoption on a new emergency macro-financial assistance programme of up to €1.2 billion.
As High Representative for Foreign Affairs and Security Policy Josep Borrell declared on behalf of the EU, ‘The EU strongly condemns the decision by President Putin to recognise the non-government controlled areas of Donetsk and Luhansk oblasts of Ukraine as independent entities and the ensuing decision to send Russian troops into these areas. This illegal act further undermines Ukraine’s sovereignty and independence and is a severe breach of international law and international agreements, including the UN Charter, Helsinki Final Act, Paris Charter and Budapest Memorandum’.
In response, the EU Council on 23 February unanimously adopted a package of sanctions targeting individuals who have played a role in undermining or threatening the territorial integrity, sovereignty and independence of Ukraine, restricting economic relations with the non-government controlled areas of Donetsk and Luhansk oblasts and restraining the ability of the Russian state and government to access the EU’s capital and financial markets and services.
The EU coordinates closely with international partners, and welcomes the swift reaction by Prime Minister Fumio Kishida strongly condemning the series of Russian actions, calling them an infringement of Ukraine's sovereignty and territorial integrity and totally unacceptable and imposing targeted sanctions.

Press statement of President Charles Michel of the European Council and President Ursula von der Leyen of the European Commission on Russia's unprecedented and unprovoked military aggression of Ukraine
We condemn in the strongest possible terms Russia's unprecedented military aggression against Ukraine. By its unprovoked and unjustified military actions, Russia is grossly violating international law and undermining European and global security and stability.
We call on Russia to immediately cease the hostilities, withdraw its military from Ukraine and fully respect Ukraine's territorial integrity, sovereignty and independence. Such use of force and coercion has no place in the 21st century.
President Michel of the European Council has urgently convened an extraordinary meeting of the European Council. The EU leaders will meet later today to discuss the crisis and further restrictive measures that will impose massive and severe consequences on Russia for its action, in close coordination with our transatlantic partners. President von der Leyen will outline a further sanctions package being finalised by the European Commission and which the Council will swiftly adopt.
We deplore the loss of life and humanitarian suffering. The EU and its Member States are ready to urgently provide humanitarian emergency response. We call on Russia and Russia-backed armed formations to respect international humanitarian law.
The EU stands firmly by Ukraine and its people as they face this unparalleled crisis. The EU will provide further political, financial and humanitarian assistance.
We are coordinating our response with our international partners, including NATO and G7 whose leaders will meet today.

EU adopts package of sanctions in response to Russian recognition of the non-government controlled areas of the Donetsk and Luhansk oblasts of Ukraine and sending of troops into the region
The Council today adopted on a package of measures to respond to the decision by the Russian Federation to proceed with the recognition of the non-government controlled areas of the Donetsk and Luhansk oblasts of Ukraine as independent entities, and the subsequent decision to send Russian troops into these areas.
Such decisions are illegal and unacceptable. They violate international law, Ukraine’s territorial integrity and sovereignty, Russia’s own international commitments and further escalate the crisis.

The package agreed today includes:
Targeted restrictive measures
Within the existing framework for sanctions, the EU will extend restrictive measures to cover all the 351 members of the Russian State Duma, who voted on 15 February in favour of the appeal to President Putin to recognise the independence of the self-proclaimed Donetsk and Luhansk ”republics”.
Moreover targeted restrictive measures will be imposed on additional 27 high profile individuals and entities, who have played a role in undermining or threatening the territorial integrity, sovereignty and independence of Ukraine. These include decision makers such as members of the government, who were involved in the illegal decisions; banks and businesspersons/oligarchs supporting financially or materially Russian operations in the Donetsk and Luhansk's territories, or benefitting from them; senior military officers, who played a role in the invasion and destabilisation actions; and individuals responsible for leading a disinformation war against Ukraine.
Restrictive measures include an asset freeze and a prohibition from making funds available to the listed individuals and entities. In addition, a travel ban applicable to the listed persons prevents these from entering or transiting through EU territory.
