我々、カナダ、フランス、ドイツ、イタリア、日本、英国、米国のG7外相及びEU上級代表は、5月23日に、独立系のジャーナリストであるロマン・プロタセヴィチ氏及び同行者のソフィア・サペガ氏が搭乗するFR4978便をミンスクに強制的に着陸させ、彼らを逮捕したベラルーシ当局による前例のない行動を最も強い言葉で非難する。
この行動はFR4978便の乗客及び乗員の安全を危うくした。また、これは民間航空を規律するルールに対する深刻な攻撃ともなった。我々全ての国家及び市民は、民間航空機が安全に運航できるよう、あらゆる国がシカゴ条約の下で自らの義務を履行するために責任をもって行動することに依拠している。我々は、国際民間航空機関（ICAO）に対し、同機関のルール及び基準に対するこの挑戦に緊急に対処するよう求める。
この行動は、メディアの自由に対する深刻な攻撃でもある。我々は、ロマン・プロタセヴィチ氏及びベラルーシにおいて拘束されている全ての他のジャーナリストや政治犯の即時かつ無条件の解放を要求する。
我々は、ベラルーシ当局の行動について責任が果たされるよう促すため、適切な場合には更なる制裁を通じたものを含め、取組を強化する。

Joint Statements
We, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America and the High Representative of the European Union condemn in the strongest terms the unprecedented action by the Belarusian authorities in arresting independent journalist, Raman Pratasevich and his companion, Sofia Sopega, after forcing flight FR4978 on which they were travelling to land in Minsk on 23 May.
This action jeopardised the safety of the passengers and crew of the flight. It was also a serious attack on the rules governing civil aviation. All our countries, and our citizens, depend on every state acting responsibly in fulfilling their duties under the Chicago Convention so that civil aircraft can operate safely and securely. We call on the International Civil Aviation Organisation (ICAO) to urgently address this challenge to its rules and standards.
This action also represents a serious attack on media freedom. We demand the immediate and unconditional release of Raman Pratasevich, as well as all other journalists and political prisoners held in Belarus.
We will enhance our efforts, including through further sanctions as appropriate, to promote accountability for the actions of the Belarusian authorities.

欧州理事会は、航空の安全を脅かした2021年5月23日のライアンエアの航空便のベラルーシ・ミンスクへの強制着陸と、ベラルーシ当局によるジャーナリストのロマン・プロタセビッチとソフィア・サペガの拘束を強く非難する。
欧州理事会は以下について合意した。
- ロマン・プロタセビッチとソフィア・サペガの即時解放と移動の自由の保障を求める
- この前代未聞かつ許しがたい事案について、国際民間航空機関に早急な調査を求める
- 欧州連合（EU）理事会に対し、関連する制裁枠組みに基づき、できるだけ早く個人・団体の追加を採択するよう求める
- EU理事会に対し、さらなる的を絞った経済制裁の採択を要請し、EU外務・安全保障政策上級代表と欧州委員会に対し、これに向け滞りなく提案を提出するよう求める
- EUに拠点を置く全ての航空会社に対し、ベラルーシの領空飛行を回避するよう求める
- EU理事会に対し、ベラルーシの航空会社のEU領空飛行を禁止し、それらの航空会社が運航する航空便にEU域内の空港を使用させないために必要な措置を採択するよう求める

III. Belarus
The European Council strongly condemns the forced landing of a Ryanair flight in Minsk, Belarus, on 23 May 2021 endangering aviation safety, and the detention by Belarusian authorities of journalist Raman Pratasevich and Sofia Sapega.
The European Council:
- demands the immediate release of Raman Pratasevich and Sofia Sapega and that their freedom of movement be guaranteed;
- calls on the International Civil Aviation Organization to urgently investigate this unprecedented and unacceptable incident;
- invites the Council to adopt additional listings of persons and entities as soon as possible on the basis of the relevant sanctions framework;
- calls on the Council to adopt further targeted economic sanctions and invites the High Representative and the Commission to submit proposals without delay to this end;
- calls on all EU-based carriers to avoid overflight of Belarus;
- calls on the Council to adopt the necessary measures to ban overflight of EU airspace by Belarusian airlines and prevent access to EU airports of flights operated by such airlines;
- stands in solidarity with Latvia following the unjustified expulsion of Latvian diplomats.
