12月10日の「人権デー」に寄せて、ジョセップ・ボレル・フォンテジェス欧州連合（EU）外務・安全保障政策上級代表兼欧州委員会副委員長は、EUを代表して以下の声明を発表した。
「本年は、EU基本権憲章10周年および国連子どもの権利条約の採択から30周年に当たる。しかし、こうした権利は今も世界中で脅かされている。特に、子どもと若者が人権侵害の主な犠牲者となる状況が続いている。彼らは避難を余儀なくされ、兵士として雇われ、児童労働を強いられ、あるいは、自らの意志に反して家族から引き離されている。
世界各地で、市民は人権を支持する行動を起こしている。人権擁護者が、市民権や政治、経済、社会および文化的な権利の尊重を求めて、街頭で抗議活動を行っている。特に若者は、ますます積極的に自らの権利と未来を守るために立ち上がっている。
こうした困難な世界の状況の中で、EUは多国間制度の最も強力な支持者であり続けている。それは、人権の普及と保護の柱である。EUは、人工知能や気候変動など新しい課題に重点を置いて、長年の取り組みを強化する。
EUは、全ての女性と女児が人権を全面的に享受することに対する強固なコミットメントを再確認する。国際社会の担い手としてEUが関与を強めたことで、2019年の人権理事会や国連総会では重要な成果を挙げることができた。特にEUは、子どもの権利および信教と信仰の自由を前進させることに貢献した。また、北朝鮮、ミャンマーおよびシリアの人権状況をめぐる問題について合意を形成した。EUは、市民社会、人権擁護活動家、学術研究機関、民間企業など大勢の関係者と連携して、人権に関する取り組みを推進し続けてきた。
12月3日・4日にブリュッセルで開催されたEU-NGOフォーラムでは、約200人の市民社会や人権擁護の活動家が参加し、公正な未来の環境作りを推進する上でEUが果たす役割について検討し、実行可能な目標を定めた対策に関する提言を行った。土地と自然資源の管理は、今日、世界が直面している最も重要な課題の一つである。EUは、時には大変な逆境の中で個人的な犠牲を払っている、人権擁護者の活動の重要性を認識する。EUは、全てのパートナーに対して、人権擁護者が妨害や危険に晒されることのない安全で支援的な環境で活動できるようにすることを求める。
EUは、既存の課題や新しい課題に効果的かつ革新的な方法で対応することに取りくんでいる全ての国、組織および個人と共に、人権の保護、普及および実現に向けて引き続き取り組んでゆく。これまで大きな成果を挙げてきたが、より一層の取り組みが必要である」

We celebrate this year the 10th anniversary of the Charter of the Fundamental Rights and the 30th anniversary of the UN Convention on the Rights of the Child. Yet these rights continue to be challenged around the world. In particular, children and youth continue to be the main victims of human rights violations. They are forced to seek refuge, recruited as soldiers, forced into child labour or torn apart from their families against their will. In many places in the world, citizens are mobilising in favour of human rights. Human rights defenders are taking to the streets to demand respect for their rights: civil, political, economic, social and cultural. Young people in particular have been more and more active in standing up for their rights and their future. In this changing global landscape, the European Union remains the strongest supporter of the multilateral system. It is the pillar of the promotion and protection of human rights. The European Union will reinforce its long-standing commitment, with a focus on new issues such as artificial intelligence or climate change. The EU reaffirms its strong commitment to the full enjoyment of human rights by all women and girls. The European Union’s intensified engagement as a global player has resulted in important achievements at the Human Rights Council and the UN General Assembly in 2019. In particular, the European Union contributed to moving forward on Child Rights and Freedom of Religion or Belief. It created consensus around problematic human rights situations in DPRK, Myanmar and Syria. The European Union has continued to partner with civil society, human rights defenders, academia, private sector and many others to advance on the human rights agenda. The EU-NGO Forum, which took place in Brussels on 3 and 4 December, with the participation of around 200 civil society activists and human rights defenders, explored the role of the European Union in advancing a fair environmental future and gave recommendations on possible targeted actions. Land and natural resources management is one of the most critical challenges facing the world today. The European Union recognises the importance of the work of human rights defenders often in the face of great adversity and personal cost. The European Union calls on all partners to allow human rights defenders to work in a safe and enabling environment, free from obstruction and insecurity. The European Union will continue protecting, promoting and fulfilling human rights together with all countries, organisations and individuals engaged in providing effective and innovative responses to existing and new challenges. We have achieved a lot but more needs to be done.
