「米国・カリフォルニア州のギャビン・ニューサム知事は3月13日、同州における死刑執行のモラトリアム（一時停止）を正式に宣言した。これで、法律で死刑を既に廃止した20州に加え、極刑に対するモラトリアムを正式に適用している米国の州の数は4となった。
今回の決定は、米国で最も多い737人の死刑囚を抱える同州では特に意義深い。
この前向きな一歩は、極刑の放棄という、拡大を続ける潮流に勢いをつけるものだ。世界の国々の3分の2以上は既に、法律で、もしくは事実上、死刑を廃止している。
死刑は残酷で非人道的な、名誉を傷つける刑罰である。死刑に犯罪抑止効果があることを示すような説得力のある証拠はなく、誤審の場合の結果は取り返しがつかない。
欧州連合（EU）として、われわれは死刑に強く反対しており、引き続きその世界的廃止を促していく」

Statements by the Spokesperson
On 13 March, Governor Gavin Newsom formally declared a moratorium on executions in the State of California, bringing the number of US States that have now a formal moratorium on capital punishment in place to four, in addition to the 20 States that have already abolished the death penalty by law.
This decision is particularly relevant in California where 737 inmates are on death row, the highest number in the US.
This positive step further encourages the growing trend to abandon capital punishment. Over two thirds of the countries in the world have already, by law or de facto, abolished the death penalty.
The death penalty is a cruel, inhuman and degrading punishment. No compelling evidence exists to show that the death penalty serves as a deterrent to crime and any miscarriages of justice are irreversible.
As the European Union, we strongly oppose the death penalty and will continue encouraging its abolition worldwide.
