難民など乗せた船が相次ぎ転覆 ７００人以上不明

国連は、今月２５日以降、地中海でアフリカなどからの難民や移民を乗せた船が相次いで転覆し、７００人以上が行方不明になっていることを明らかにしました。

ＵＮＨＣＲ＝国連難民高等弁務官事務所のフォッシ報道官は２９日、ＮＨＫの取材に応じ、地中海では今月２５日以降、ヨーロッパを目指すアフリカなどからの難民や移民を乗せた船が、北アフリカのリビア沖で相次いで転覆し、７００人以上が行方不明になっていることを明らかにしました。
地中海では、ＥＵ＝ヨーロッパ連合とトルコとの合意によって、シリアなどからトルコ経由でギリシャに渡る難民や移民が大幅に減っています。
一方で、アフリカなどから船でイタリアを目指す動きは依然として続いていて、国連は、直近の１週間だけで、去年やおととしのピーク時を超える、合わせて１万３０００人以上が救助されたとしています。
こうした難民や移民は、地中海の天候が穏やかな夏にかけてさらに増えるとみられていて、国連などは、船やボートの転覆が今後も続くおそれがあると指摘しています。

The UN General Assembly on 19 September 2016 will host a high-level meeting to address large movements of refugees and migrants, with the aim of bringing countries together behind a more humane and coordinated approach. The issue of large movements of refugees and migrants is too vast for any one state to handle on its own. The international community must work together to find durable solutions.

In January 2016, the UN Secretary-General appointed a Special Adviser, Karen AbuZayd, to work with United Nations entities and undertake consultations with Member States and other relevant stakeholders in the lead up to the Summit. This will include overseeing the Secretary-General’s report on large movements of refugees and migrants, to be submitted to the General Assembly in May 2016.
On 9 February 2016, the President of the General Assembly appointed H.E. Mrs. Dina Kawar, Permanent Representative of the Hashemite Kingdom of Jordan and H.E. Mr. David Donoghue, Permanent Representative of Ireland as  co-facilitators to lead consultations with Member States to finalize the organizational arrangements, including on a possible outcome, for the high level meeting of the General Assembly.
