ますます永住権を取得することが困難になってきたこのご時世。11月16日に始まったSubclass 491, 494 Visaですが、まだ情報は少ない中、ちょっと新たな情報を得たのでシェアを兼ねて自分なりの分析報告したいと思います。下のイメージをご覧下さい。Although it doesn't explicitly insinuate how each state is gonna sort out the total allocations, I could barely envisage the inclination of the rest of the financial year 2019 - 2020.
First of all, the ACT govt still remains prioritising the 190 allocation as there is not much expectation towards the 491 applicants' professional contributions to Canberra society. This is partly because that the 491 applicants don't need to engage with your nominated occupation, which means that you will be alright unless you earn the minimum threshold of annual income ($54,000 approx.). Ok, so my prediction is that the minimum point for 491 is expected to be higher than the one for 190, as ACT wants to have more highly skilled professionals. And, obviously the number of invitations suggests us that 190 be more prioritised than 491.
Let's move on to the trend of NSW. NSW tends to allocate the number of nominations evenly for 190 and 491. The reason behind is this: One is longstanding pressure and complaints from incoming migrants who reach the highest points; Another is that the Federal Govt's showed eagerness to push would-be migrants into the designated regional Australia due to a massive influx of unskilled workers. I assume that the NSW Govt might progressively reduce the number of 190 nominations, instead it might increase the number of 491 to get rid of "unskilled migrants' congestion" in Greater Sydney areas.
Probably Queensland is the worst city for those intending to study at uni and seeking for PR afterwards. Queensland Govt may scrap 190 entrants as there is not much job availability for incoming migrants unless they are highly qualified or deem to be indispensable to particular organisations. Queensland Govt has already removed IT (On/Offshore), Accounting (Onshore) and Engineering (Offshore) occupations from BMSQ Skilled Program. And, it's got ridiculously tight requirements for 190 nomination unless you're Queensland Uni graduates, especially Masters or PhD, in which case the requirements are a bit softened.
How about SA? Well, SA Govt wants to have more migrants from other states. So, it may try to relax the prerequisite conditions for those seeking for 491 nomination, but depending upon occupations. Conversely, the conditions for 190 are expected to be a bit harsher, as the lack of emoloyment opportunities can be offset by accepting more SA graduates who are expected to engage with SA local community, and become more qualified migrants later on. These qualified migrants will be the huge asset for not merely SA community per se, but also for an excellent advert.
To recapitulate, no one can easily prophesy what's gonna happen next year, even tomorrow. In particular, the Australian immigration laws have rapidly systematised compared to other counterparts. The U.K. is, for instance, trying to emulate the Australian point system.
