米国文化圏では
クッキー
英国文化圏では
ビスケット
と 呼ぶんです。
でも、英国文化圏でも、チョコチップみたいなアメリカンタイプのクッキーは、 やっぱりクッキー と呼んでいるようです。

The answer is
There is no difference!
They are called cookies in American cultural countries and are called biscuits in British cultural countries.
However apparently in British cultural countries, they call the American style cookies such as chocolate chips, cookies, too.
There is not any clear definition anyway.
