先日、神崎先生にとある質問をしましたところ、
とても丁寧に回答いただきました。
下記はそのやりとりです。

表題の件で質問します。
No,287の動詞noticeが過去形なのに、
節内は現在形と一致していません。
どうして引きずられないのか、
何卒お願いします。
p. 71のnoticeの例文
I noticed Jane is not here today.

質問の時制の不一致の件ですが、
noticeした時点を中心に考えると、
その時Janeがいなかったということで過去がいいような気がしますが、
この発言をしている時点でもJaneはいないので現在形がいいような気がします。
どちらとも言い難いのでDan（私とTOEICの本を一緒に作っているカナダ人、
デルボの英文校正もやってくれた）に聞いてみました。
以下メールのやり取りの抜粋です。

I have a grammar question that I want to ask you.
One of my TOEIC vocabulary books has the following sentence.
I noticed Jane is not here today.
One of my blog readers has suggested
that the tense in the second half should be the past
(i.e. not “is” but “was”).
I noticed Jane was not here today.
Which sounds more natural to you?
If you were in a situation
where you noticed your coworker’s absence,
which tense would you use?
When I wrote
“I noticed Jane is not here today”,
I used the present tense in the second part
because Jane is absent at the time of speaking,
but now I think about it,
the past tense is better
because the speaker is talking about the situation in the past
when he “noticed” her absence.
I’d like to hear your opinion.
And is it all right if I post your reply on my blog?

As for your grammar question,
I'd say that "is" is more natural to me in the context
that Jane should also be there now.
If Jane only comes to work in the morning, "was" would be used.
You could tell your blog reader something like:
If the situation being described is an ongoing or current one,
the present tense is needed, even in a past-tense context:
“Last week she admitted that she is really a brunette” (not “was”).

ということで、ポイントは
If the situation being described is an ongoing or current one,
the present tense is needed, even in a past-tense context.
すなわちその状況が現在も続いているなら現在形を使うということで、
Janeがいないという状況はnoticeした時点は過去ですが
発話の時点まで続いているので現在形を使うということです。
ちなみに「時制の一致」のルールは頻繁に破られます。
The company announced yesterday that it will open a new factory in China next year.
これは「時制の一致」になっていませんが、正しい文です。良く見たり聞いたりします。

文法書にも「時制の一致をしなくてもいい例」が上げられているものがあります。
例文のとおり、
ブルネットの髪の色は染めない限り継続する状況ですね。
しかしDan先生のように、
質問文みたいな状況に関しても
「the present tense is needed」とはっきり指定する文法書はありました?
どっちも見受けられるとする説明ですましていませんか。
そもそも時制の一致の法則って、こんなもんなの?
