"early this month" と "earlier this month"

Eariler this week, a report outlining the details of the accident ( ) to the Insurance company.

①動詞 submit が時制と態を変えて並んでいる。
②前後から空欄には動詞が入る。主語は a report。
③主語 a report と 動詞 submit は受動の関係。
また文頭のEarlier this week は過去形を示す指標。
正解(d) was submitted
(今週、詳細な事故の報告書が保険会社に提出された。)

この文頭のEarlier this week が過去時制と知っているかが問題。
しかしこれが日本語のいう「今週の初頭」ならば時制が限定されることはないはずです。
ところが
Earlier this week は過去形限定。
何故か?

表題の質問のやり取りがヒントとなります。(一部抜粋)
For example, suppose today is 3 June, 2009.
I say "earlier this month"
- that means that there are only 2 possible days that qualify
- the 1st and the 2nd.
Suppose it is June 28, 2009 when I say "earlier this month."
Then it could be anytime from June 1 to June 27.
If I say "early this month",
it is impossible to define a precise time,
some people think it might be in the first week,
others might think it is the first 10 days.
The interpretation depends on the day that I say it,
and the tense of the verb that I use.
Early this month, staff will be laid off.
Early this month, staff were laid off.
Early this month, staff are being laid off.
Note that I cannot use the future or present tenses with "earlier this month," because the event is always in the past time.
Earlier this month, staff were laid off.

辞書にある [early] の意味は二通り。
①(予定より)早く、早めに
We'll have to get there early if we want a good seat.
いい席を確保したいなら、早めにいかなくては。
②(時間的に)初めのころに、初期に、早い時点で、冒頭で
He'll back early next month.
～来月早めに帰ってきます
If we had known this earlier, we might have saved a lot of time.
もっと早く知っていれば、時間が節約できたのに。
The bridge could be finished as early as next year.
～早ければ来年にも完成するかもしれない

early this month は
「今月の早い時期」であり、
具体的に何日を差すのかは状況次第。
時制の制約なし。
earlier this month は
「今月の１日から昨日までの期間」を意味している。
よって常に過去となります。

辞書にこうした区別が書かれていないことには知りようもないし、
文法書にもない。
