フィリピン ルソン地方ミンドロ島などで続発した
人骨盗難事件と日本政府の戦没者遺骨収容事業の関連性などを調査した
日本の厚生労働省は
５日、「フィリピンにおける遺骨帰還事業に関する検証報告書」を公表した。
それによると、過去数年間に収集された人骨に
女性や子供の骨が相当数含まれていたことに加えて
ＤＮＡ鑑定された骨のほぼ半数から
「フィリピン人に多く見られるＤＮＡ型」が確認された。
報告書は、これら
ＮＰＯ法人に委託していた遺骨の収集・判定に問題があったことを認めたが
「疑わしい人骨」の収集場所、ルートには触れず
旧日本兵の遺骨として収集されてしまった責任の所在や
返還方法にも言及しなかった。
厚労省は、２００９年度からフィリピンでの遺骨収集を
ＮＰＯ法人「空援隊」（東京）に委託。
収容数は２００６年度の４５柱から
２００９～２０１０年度は計１万４０２９柱に急増した。
昨年「フィリピン人の骨が盗まれ
日本兵の遺骨として売買されている」などの報道があり調査していた。
現地では発見者の宣誓供述書などを基に証明書を発行していたが
発見状況を詳しく確認するケースは少なく。
現地スタッフが、遺骨の発見者に労賃を支払っていたことも分かっている。

10月4日、上院財政委員会の席上で
世界各国に配置している在外大使館・領事館のうち
12箇所を閉鎖する考えを明らかにした。
アキノ大統領が承諾すれば
2012年中に、全てを閉鎖することが可能だという。
なお、国名などの詳細は明らかにしていない。
