フィリピンを訪れたクリントンアメリカ国務長官が
１６日、記者会見し
中国と周辺国が領有権を巡って争う南シナ海問題について
「海洋法に基づいた解決を尊重する」と話し
国連海洋法条約にのっとって
国連で紛争を解決する方法を検討中のフィリピンの意向を
支持することを明らかにした。
クリントン長官は
「米国は領有権問題で（どの国を支持するか）明確な立場を取らないが
当事国には、相手国を威嚇する権利はない」と
フィリピンやベトナムが主張する領海に侵入を繰り返す中国側を批判した。
会見に先立ちクリントン長官は
フィリピン政府と海洋の安全保障問題で
相互に協力する「マニラ宣言」に署名した。
フィリピンのデルロサリオ外相は宣言について
「フィリピンの強固な防衛力が
南シナ海の航行の自由など両国の共通利益を守る」と話し
南シナ海の安全保障を巡り、具体的な協力方法を協議したという。
