フィリピンのニュービリビッド刑務所内で囚人が死体で発見された事件で
刑務所内での麻薬横行が関係していると司法長官が指摘しており
虐殺事件で収監中のアンパトゥアン一族に対する特別待遇が発覚したことをうけて

アキノ大統領は、特別待遇などを認めてきた
刑務所制度の大掃除を命じる指示をだしたという。
