国際的な独立NGOであり、パリを拠点とし、国連UN、ユネスコ、ヨーロッパ議会、フランス圏の国際団体の協力を得て成っている。
An international NGO
Based in Paris, Reporters Without Borders (RSF) is an independent NGO with consultative status with the United Nations, UNESCO, the Council of Europe and the International Organization of the Francophonie (OIF).
指標となる審査の基準は、以下のように説明されています。
世界報道自由インデックスは世界180か国で次の基準に寄りジャーナリズムの自由度を図るものである。－多元主義、メディアの独立性、メディア環境と自己検閲性、法的環境、透明性、基盤、不正乱用。
Published by Reporters Without Borders annually since 2002, the World Press Freedom Index measures the level of freedom available to journalists in 180 countries using the following criteria – pluralism, media independence, media environment and self-censorship, legislative environment, transparency, infrastructure, and abuses.
日本についてのコメント
”国家機密”を扱う情報は慎重に
世界でも最も力のある国、日本のメディアは報道の自由が認められています。ただし、”国家機密”を除いては、、。このとてもあやふやなカテゴリーは報道が調査をすることさえも厳しい法律で守られています。福島原発、皇室一族の私生活、日本の国家防衛などはいわゆる”国家機密”になります。
Don’t mess with “state secrets”
The Japanese media, which are among the most powerful in the world, are free to cover what they want except “state secrets.” This rather vague category is protected by a very harsh law that deters journalists from embarking on investigations. The Fukushima nuclear disaster, the imperial family’s personal lives and the defence of Japan are all “state secrets.”
ニュージーランドについてのコメント
報道の自由 vs 頭の固い政治家
ニュージーランドでの報道の自由は広まっています。しかし完全にというわけではなく、政治的圧力を受けることもあります。情報漏えい者や報道情報元の機密性は議論されています。メディアは公的情報の法律（the Official Information Act）の変更を求めています。これは政府がメディアへの返答に時間をか蹴ることをみとめたり、情報開示に数百ドルのお金を支払わなければならない法律です。
Press freedom v. stubborn politicians
Media freedom thrives in New Zealand but is not entirely exempt from political pressure. The issue of whistleblowers and the confidentiality of journalists’ sources continues to be debated. And the media continue to demand changes to the Official Information Act, which obstructs the work of journalists by allowing government agencies a long time to respond and even makes journalists pay several hundred dollars for the requested information.
