drum は「打楽器のドラムをたたく」という意味ですが、be drummed into ... は「ドラムをたたくように、考え・規則・価値観などが繰り返し教え込まれる」という意味合いです。
この表現は受動態ですが、能動態の A drum B into C（AがBをCに繰り返し教え込む）も使いますが、受動態の方が使用頻度は高いです。
