文部科学省は、「世界一多忙」とされる日本の教員の勤務状況を改善するため、学校活動を担う外部人材を大幅に増員する方針を決めた。「チーム学校」と名付け、福祉の専門家のスクールソーシャルワーカー(SSW)や外部の部活動指導者、事務職員を増員し、教員の負担を軽減。授業に専念できる環境を整備し、子供のさらなる学力向上を図る。来年度予算の概算要求に盛り込んだ上で、今月中にも下村博文文科相が中央教育審議会に「チーム学校」の在り方を諮問する。
