There are varieties of sushis other than the ones you find at fancy sushi-bars downtown. If white rise is sweetened and vinegared, the dish is most likely to be named something-sushi, with or without raw fish on top. The brown rubber-like objects you're seeing are Inari-sushi. The outside is deep-fried tofu (been curd) boiled almost an hour in soup, soy sauce, and suger. The inside is sweetened and vinegared rise, mixed with cooked carrot, mushroom, and sesami. Most of the Japanese traditional dish is adjusted and arranged to the locality, and you can find many versions of Inari-sushi across the country, too.
