「採卵鶏のアニマルウェルフェア基準」の再考を求める要望書
新潟動物ネットワーク（NDN）代表 岡田 朋子
OIEの日頃の活動に心からの敬意を表します。当会は、日本の地方都市で活動している動物愛護団体です。このたび、採卵鶏のアニマルウェルフェア基準策定に関して、日本国内の大手鶏卵業者による政治家への献金疑惑が起きました。基準案に関わった政治家や企業は、収賄事件の疑惑を捜査されています。アニマルウェルフェアを学ぶ動物愛護団体として、また、一消費者として、危機感を持って要望書を出す次第です。
残念なことに、日本側からの要望で改訂された基準案はアニマルウェルフェアを大きく後退させる内容となっています。日本国民として大変申しわけなく、残念な気持ちです。
しかし、国際基準とは、特定の国の企業利益や、アニマルウェルフェアレベルの低い国の現状を追認することが目的であってはならないと考えます。アニマルウェルフェアという言葉の存在意義は、家畜を利用する人間が家畜にどのように配慮すべきかを最大限追求することにあるからです。OIEの本来の役割に立ち返って、正義の名の下に、目指すべき基準策定への再考を心からお願いいたします。
国によって、そこに置かれる動物たちの福祉に違いのない社会を望みます。

Request for Reconsideration to Maintain Confidence in the Animal Welfare Code
We would like to express our sincere respect for the work that has been done by OIE. NDN is an animal protection organization that operates in Japan. Recently, there have been allegations of bribery to politicians by a major Japanese egg company regarding the development of animal welfare standards for egg-laying hens. The politicians and companies involved in the draft standards are being investigated for alleged bribery. As an animal protection organization that studies animal welfare and as a consumer, we feel a sense of urgency in submitting this request.
Unfortunately, the proposed standards, which were revised at the request from Japan, are a major step backward in terms of animal welfare. As a groups of Japanese citizens, we are disappointed and we find it very regretful.
However, we strongly believe that international standards should not be favorable for corporate profits of a particular country or to catch up with the current situation in countries with low levels of animal welfare. We sincerely hope that the OIE will adhere to its original role and reconsider the standards it is aiming for in the name of justice.
NDN would like to see a society where there is no difference in the welfare of animals in different countries.
