この場合には by の代わりに through は使えません。
下記のarrange は 使用頻度が低くなります。

一番簡単な言い方は

申し込む は sign up for ～ なので、上記にも使えるかと
思ったのですが、宿泊等には使えないそうです。

等 加入する場合の申し込むの意味のときのみ使えます。
インターネット上の表記で食事がついている場合、with breakfast
または w/ breakfastと
