同じシャツを色違いで5枚買いました。

I bought the same shirt in 5 different colors.

または

I bought 5 of the same shirt.

消費税が来年4月に8%値上がりが決定したので、

5種類の異なる糸のまとめ買いを予定しています。

I am going to buy one/a lot of 5 different kinds of yarn

as it has been /was decided that the consumption tax will increase/will be risin

to 8% in April, 2014.

one lot でひとやま、ひとかたまりの意味で、まとめて販売等

one lot of yarn の代わりに　a lot of yarnも使えます。

この意味の場合にはlot は名詞、

一方　通常のa lot of yarnの場合には、

たくさんの量の糸の意味になります。

ここでrisesは使えません。

risesはたえず続けて、またはルーチンであがる場合に使います。
