ここのoffはwrong の意味になります。
今日の天気予報は大雨のはずが、なんとかんかん照りでした。
It was supposed to rain hevily,
It was supposed to rain a lot,
It was supposed to pour down rain,
but it was clear.になると、ただかんかん照りになった意味。
but it cleared upになると、はじめはくもっていたが、それから
かんかん照りになった意味。
