in ～ weeks はよく使いますが、in two weeks time
も使えます。

3週間後にこの商品は納品予定です の場合には、
This product will be delivered in three weeks/ in three weeks time.
現時点から2週間後または3週間後に という場合に
これらの表現を使います。
では2週間以内の場合は、 どうなるかというと、
2週間以内にこの書類は提出の必要があります。
This document should be submitｔed within two weeks.
今日が1月13日（日曜日）の場合、2週間以内の場合、
1月28日（月）の週より前のいつかとなります。
英語ではAnytime before the week of the 28th
英語では月曜日から始まる週としてthe week of the ～(月曜日の日付）
を使います。
