具体的には「津波、地震、台風の進路変更等を人工的に引き起こして軍事的に利用すること」を禁止する内容（第1条）となっており、条約を遵守する締約国のとるべき措置（第4条）や、違反の際の苦情申し立ての手続き（第5条）を規定する。ただし、罰則規定はない。また、有効期間は無期限と規定されている（第7条）。
