He said China will protect its World War Two victory and the postwar international order, and will not tolerate moves to reverse the tide of history.

全人代＝全国人民代表大会は、中国の向こう１年間の重要政策について話し合う場で、例年３月上旬から中旬にかけて、北京の人民大会堂で全国の省や軍などの代表およそ３０００人が出席して開かれます。
初日は、首相が施政方針演説に当たる「政府活動報告」を行うのが通例で、ことしは李克強首相が就任後、初めて演説します。
この中で、李首相は経済や環境保護、それに安全保障などの幅広い分野で数値目標を含めた政策の方向性を示します。
また、会期中には国防費を含む政府予算案が承認されるほか、司法当局による過去１年間の公務員の汚職件数の報告も行われます。

ロンドンスモッグとは，1952年に1万人以上の死者を出した史上最大の公害問題らしい。
日本の四日市ぜんそく(1960年代)もロンドンスモッグと汚染内容が共通するらしい。
そして，この問題が現在，中国の大気汚染として顕在化しているということらしい。
近代化に伴う工業化がもたらす公害問題。
イギリスや日本の事例を対岸の火事として見ていた中国は，今なにを歴史から学ぶだろうか。
そして，そんな中国の問題は，PM2.5として日本の問題にもなっており，看過することはできない。
PM2.5問題がなくとも，化石燃料に依存しきっている中国のエネルギー問題に対して，日本の技術ができることは少なくないように思う。
そういった人道的な意味を建前に，ビジネスチャンスを本音にしてでも，東アジアの一国として，日本はいち早くこの問題に本腰を入れなければならないように思う。

日に日に，刻一刻と情勢が目まぐるしく変化しているウクライナ。
クリミア半島はほぼロシアの支配下となっています（月曜現在）。
中国におけるバス爆発事故もウイグル族によるテロである可能性が高く，（こういう見方はナンセンスで時代遅れなのかもしれないけれど，）社会主義／共産主義国側の情勢不安が続いていますね。
しかし，一方では，お隣 朝鮮半島で南北の雪解けの兆しも見えてきています。
結果論として，現時点では，いわゆる西側諸国が繁栄しつつありますが，最早このご時世，資本主義を貫くことは不可能であり，社会福祉／福利厚生という名のもとに社会主義／共産主義の要素を取り入れなければ，国民の幸福度を高めることは不可能であることを踏まえると，西だの東だの，競争原理だのなんだのという文句は，議論を簡潔にするためだけの極論に過ぎず，冷戦の延長線上の小競り合いは甚だ滑稽な茶番にうつります。
ウクライナの未来は近いうちに決まると思いますが，それまでに，そして，それ後，各国がどのような対応を取るのかを冷静に見守っていきたいと思います。
