日本のリーダーと言われるが、内閣総理大臣の「絶対的権限」は限られている。
彼が一旦決定すると、何人たりとも逆らえないこと といえば～
閣僚の指名、自衛隊の緊急出動（最高指揮官である）、
そして国会（衆議院）の解散
このくらいだろう。
自分が何としても実現したい政策であっても、
国会の議決がなければ絶対に実現しない。
逆に全く意図しない政策でも、国会が議決すればまかり通ってしまう。
議決法案に拒否権を持つ 大統領や地方自治体の首長とは大きく違う。
こちらの方がリーダーの機能を備えている。
これから先、海図なき航路を進む日本。
キャップテンの権限が本当にこれでいいのだろうか？
大統領や首長が「リーダー」「キャップ」だとすれば、
内閣総理大臣は せいぜい「学級委員」か「世話役幹事」くらいでしかない。
最後に発揮出来るのは「強力な指導」ではなく、
「解散」という「自爆心中」だけなのだから。
The bill including increase of consumption tax and reformation of social (welfare) assurance was passed in the House of Representatives. But , Yoshihiko Noda , the prime minister seems to be troubled without any smiles. Because 57 members of the Democratic Party voted against this bill.
Though the prime minister is called "the leader of Japan , in fact , his absolute authority is limited.
His authority that no one can act against after his decision is............

dissolution of The House of Representatives
There are only a few.
Even if he has a policy that he is eager to realize ,
it is impossible to realize without vote in the Diet.
The other way , once the policy that he does not want is carried in the Diet,
the policy is executed.
The prime minister is quite different from the president or the head(mayor)
of a self-governing body who can exercise a veto against the bill which is passed
in the Assembly. Rather than the prime minister , the president or the head(mayor) has
a function of "the leader".
From now , Nippon-Maru(Japan) must sail without a chart.
Then , is a function of the captain adequte like that?
While the president , the head(mayor) is "the leader" or "the captain",
the prime minister is mere "a monitor of a class" or "a secretary , a manager
of an organization" at most.
Because he can not give full play of the strong power finally ,
but dissolute like as " a family suicide by a self-explosion".
