「オヤジ狩りだ！」と批判されたこの法案 。しかし財源を探る上では課税（増税）の対象項目とするべきである。
たばこが社会に及ぼす影響を考えれば、おのずとその理由がある。
世の中で、投げ捨てられている吸い殻を見かけない場所の方が少ない。駅、道路、公園・・・・、
もちろん、モラルのない喫煙者の仕業だ。しかし、どうも他のゴミと比べて、タバコの吸い殻に関しては、
「投げ捨て、放置はいけない」という、規範やイメージが薄いようだ。喫煙者の中にはその意識が残っている、
と言わざるを得ない。吸い殻はゴミじゃない？と・・・。
もちろん、マナーを守っている喫煙者が多数だと信じるが、要は「喫煙者」という集団、カテゴリーとしてこの傾向があることは間違いない。この吸い殻のポイ捨てが多くの人々に不快感を与えている。そして、結果として
「清掃」という実際のコスト負担も社会に発生させているのだ。
そして喫煙者本人に加え、副流煙を浴びる周りの人々の健康にも悪影響を及ぼす。そして医療コストの増加という負担を発生させる。
このような有形無形の「負荷」を社会に与えるたばこと 、それをたしなむ喫煙者に（それでも嗜好品として楽しみたいのなら）相応のコスト負担をしてもらうのは、なんら税の理論、筋から逸脱するのもではないはずだ。
Chairmen for taxation system study ,of Democratic Party , Liberal Democratic Party , New Komeito Party,
talked over and agreed to withdraw a bill of a tax increase on tabacco(cigarette).
This bill was criticized as OYAJI-GARI , attack against middle-aga. But they must make it one of items
of a tax increase to look for sources of revenue. Because the reason is made clear of its own accord
to consider the influence of tabacco on society.
There are few places where cigarette ends are not thrown away in society , a station , a path , a park etc.
Actually all are acts by immoral smokers. However , comparaed with other dust , norm or image for
a cigarette end that must not be thrown away or left seems weak. We can not help saying this consciousness still remains among smokers. Does they say a cigarette end is not dust?
Though actually I believe most of smokers keep manners , in brief , "a group " category" of smokers
must have such a trend. Some smokers make peoples uncomfortable to throw away a cigarette end.
At result, it has a socirty bears the actual cost of cleaning.
In addition , it has the bad influence for health not only upon smokers themselves but upon other peoples
who breathe in sidestream smoke in surroundings. At result , it gives rise to the increase of medical cost.
It must not deviate from the theory and the reason of tax that a cigarette which gives visible and invisible
bad influence to the society and smokers who take a cigarette (if they still like to enjoy these luxury goods) have to bear proper cost.
