whetherの後に不定詞を続けると、『～すべきかどうか』という意味を表します。
〈whether ornot＋不定詞〉だと、『～すべきかそうでないのか』という意味になります。
『新しい技師を雇うべきかどうか』を、〈whether or not＋不定詞〉で表すと、whether or notto hire a new engineerとなります。
これをWe discussedに続けますから、We discussedwhether or not to hire a new engineer.となります。
不定詞を使う場合は、ifは使いません。
or notを入れなくても、whether to hire a newengineerで表すこともできます。
